Purpose of Job
The Associate Director (AD), Sector Reforms (SIG), is a key member of the management team within the Competitiveness & Governance (C&G) team in the PSD department. Reporting to the Director, the AD leads a team of policy and sector experts working on projects and initiatives in the Sustainable Infrastructure (SIG) sectors. The AD manages approximately 7-10 sector/policy specialists and supports policy dialogue activities, project origination, structuring, and collaboration with various departments and stakeholders.
The AD will develop policy initiatives for energy and infrastructure sectors, structure transactions with policy components, and lead significant policy and advisory services to enable investments. The role involves participation in high-level conferences, media, and stakeholder meetings.
Accountabilities & Responsibilities
Policy dialogue:
- Manage policy dialogues with stakeholders to promote reforms and improve investment climate, including SOE reforms, sector unbundling, market design, tariffs, regional connectivity, regulatory capacity building, and governance reforms.
- Lead the development of sector reform roadmaps, build consensus within the Bank, and establish priorities for sector development.
- Contribute to country and sector strategies, serve as the focal point for policy initiatives, and advocate for sector reforms with external stakeholders.
- Coordinate with policy teams, impact teams, and donor partners to ensure effective delivery and mobilization of funding.
Transaction design and support:
- Work with SIG to identify and develop transactional opportunities aligned with reform objectives.
- Manage policy frameworks such as SMART and oversee external consultants and TCs to ensure quality and efficiency.
Leadership and management, communications:
- Organize conferences and seminars to promote sector knowledge and visibility.
- Prepare briefing notes, presentations, policy reports, and participate in high-level discussions.
- Represent the Bank at policy-making bodies and coordinate with IFIs.
- Manage staff recruitment, performance, and development, embodying the Bank’s values and ethical standards.
Qualifications & Skills / Experience & Knowledge
- Extensive sector knowledge, leadership experience, and postgraduate qualification in economics or related field.
- Experience in policy engagement, project structuring, and stakeholder management.
- Strong communication skills, including with senior officials, and experience applying economic analysis to operational strategies.
- Proven leadership in policy issues facing transition economies and people management skills.
