Role
We are transforming how data drives decision-making across our organisation. As part of the Chief Data Office (CDO) and the wider Data & Insight (D&I) programme, our Data Management team enables smarter, insight-led services. We’re building a future where data is not just managed—but actively leveraged to deliver strategic insights, operational improvements, and digital transformation.
You will be an experienced Business Analyst who is passionate about using data to unlock value and drive change by building better data foundations. In this role, you will work across the organisation to understand how we use data and how data flows through our systems, establish how it supports business processes, and how it can be better structured and used to inform decisions and improve services.
You will
- Lead discovery and analysis to understand how teams use, generate and specify data.
- Identify opportunities to improve data quality, accessibility, and integration to support insight generation and capture these with our department roadmaps and portfolio.
- Work with wider department and stakeholders to define data-driven business needs and translate them into actionable requirements.
- Support the development of data standards, governance, models and architecture that enable transformation.
- Collaborate with data engineers, architects, and subject matter leads to ensure data is trustworthy, AI-ready, and aligned with strategic goals.
- Contribute to key initiatives such as Data Basics, Trustworthy Data, and AI-Ready Data.
- Document your work and findings to support engagement and influencing our strategies, outcomes and deliverables.
The team
The Data Management team is a centre of excellence within the Data and Information department, part of the Strategy, Transformation and Assurance directorate. We specialise in data architecture, integration, standards, and quality. Our mission is to empower the Environment Agency to create trusted data, enabling smarter decisions and better outcomes. By delivering expert services, leadership, and best practice, we help teams across the organisation work more efficiently, confidently, and strategically with their data.
Experience/skills Required
Essential Qualifications & Experience
- Proven experience as a Business Analyst, ideally in a data, or transformation context.
- Strong analytical skills with the ability to interpret complex data and business processes.
- Experience working on data-centric projects, including data lifecycle, quality, standards and integration including processes modelling, requirements elicitation and stakeholder analysis.
- Ability to translate business needs into clear, evidence-based requirements.
- Skilled in stakeholder engagement, workshop facilitation, and cross-functional collaboration and user-centred design principles.
- Strong written and verbal communication skills, including the ability to present insights and recommendations clearly.
Desirable Qualifications & Experience
- A relevant professional qualification such as:
- BCS International Diploma in Business Analysis
- Certified Business Analysis Professional (CBAP) or equivalent
- Ability to define and measure success criteria and business benefits for change initiatives and investment programmes.
- Knowledge of data architecture, governance, data analysis or AI-readiness.

We are unable to sponsor Skilled Worker visa applications.
Bristol is the preferred location to support hub-based working, though other locations may be considered based on office capacity. We support blended working; you’ll have a formal office base, with flexibility to work from home. Occasional travel may be required. Remote collaboration via Teams and Outlook is expected.
We pay a 19% employer contribution into your pension pot. This role includes incident response duties. Further details and benefits are outlined in the candidate pack.
