Role Overview:
The Second Line of Defense (2LoD) Testing Utility (STU), aligned to Independent Compliance Risk Management (ICRM) and Independent Risk Management (IRM), is responsible for assessing and testing Key Controls, designed and executed by 2LOD teams. This job posting is specific to ICRM coverage.
This position will report to the Controls Control Assessment Team Leader, within the ICRM Controls Risk Assessment and Control Design (RACD) team. It is an execution-oriented position that is responsible for the design assessments of Key Controls, and associated Monitoring and Testing. This includes the execution of the design assessments, results reporting, and insight sharing. This role's coverage is aligned to one of one of the following ICRM areas: 1) CBNA, Banking and International, 2) Financial Crimes (AML, Bribery, and Sanctions), 3) Product / Function Compliance and Office of Fair Lending & Privacy , or 4) Compliance Programs / ICRM CAO. Coverage may vary from time to time to meet internal and external deliverables across the STU.
The ICRM Controls - Control Assessment Officer will be part of a team of approximately 5 - 7 assessment professionals who will be responsible for executing the above responsibilities. They are accountable for assessment results and advice regarding control design and remediation. The position closely follows the latest trends in control design and assurance and requires strong knowledge of appropriate and effective control design and adapts them for application within their coverage area.
Strong communication and diplomacy skills are required to guide, influence, and convince others, particularly with respect to providing feedback on the adequacy of controls and any remedial actions required as part of controls assessments. The role will require engagement with senior managers at the Director and SVP level.
What you'll do:
- Executes control design assessments, monitoring design assessments and testing design assessments for controls operated by their ICRM coverage area, in line with the applicable Standard and Procedure.
- Handles exceptions communicated by the control effectiveness testers, including reviewing the outcomes with the Control Owners.
- Develops and provides training specific to the controls within their coverage (and related process and risks) to the control effectiveness testers within the STU testing utility.
- Helps drive continuous improvements in accuracy, efficiency, timeliness, and quality of control design assessments and controls testing.
- Takes responsibility for their own book of work and prioritizes potentially competing deliverables.
- Supports training of assessment officers on processes, systems, and execution of control assessment activities, which may include cross-training onshore and offshore staff across the STU.
- Maintains relationships and drives accountability with partners, peers and other stakeholders to drive control assessment and testing's success in support of the ICRM's strategy.
- Supports other relevant work efforts of the RACD team where needed and as directed by their manager.
- Several years relevant experience in control assessment (First, Second or Third Line) and a strong background in one of the coverage areas listed above.
- Advanced knowledge and experience in controls design and/or assessment.
- Experience in a Compliance function at a Global Bank or Financial institution preferred.
- Excellent understanding of Citi's MCA (Managers Control Assessment) or equivalent risk and control self-assessment program.
- Advanced skills in MS Word, MS Excel, MS PowerPoint, and MS SharePoint.
- Strong communication, written and presentation skills.
- Strong people and relationship management skills with the ability to influence others and foster a sense of collaboration.
- Ability to work independently and effectively on virtual teams, including across different geographies and time zones preferred.
- University degree preferred.
