Responsibilities

  • Lead and drive decisions related to location strategy (expansions, new markets, M&A, exits) by partnering with and influencing senior leaders and cross-functional teams.
  • Participate in workforce planning discussions with People Team members and leaders to understand, identify and influence location strategy decisions.
  • Facilitate regular alignment sessions with regional leaders and stakeholders to ensure consistent communication and implementation of location strategies.
  • Act as a liaison among various business units to coordinate cross-functional initiatives and resolve location-related challenges.
  • Design location health scorecards and metrics to track performance, effectiveness, and operational wellness of strategic growth locations; analyze data and provide actionable insights to leadership for continuous improvement.
  • Oversee the end-to-end process for new location requests, including business case creation, due diligence and location feasibility research, resource/budget allocation and stakeholder approvals.
  • Direct and oversee project planning and execution of location expansion or exit initiatives; align deliverables within the specified timeline to meet business needs.
  • Drive program improvements for the Regional Leadership Councils and partner with the councils on key initiatives and deliverables.
  • Identify opportunities for collaboration and program improvements autonomously.
  • Own and maintain Twilio’s Global Hiring guidelines for all locations, ensuring compliance with regional and corporate policies, and alignment to our location strategy.
  • Manage a project manager with day-to-day support, setting quarterly goals and aligning work and priorities.

Required:

  • A minimum of 7 years experience in global project and/or program management with a proven track record of delivering large-scale, complex, cross-functional projects and initiatives.
  • Ability to partner with leaders to define business objectives, understand strategies, and collaborate on recommendations to meet goals.
  • Ability to write a strong business case with cross-functional inputs, including risks, resources and recommendations for executives; ability to influence stakeholders at all levels.
  • Strong leadership, excellent communication and collaboration skills.
  • Ability to influence stakeholders at all levels.
  • Experience in managing complex projects and cross-functional teams with clear deliverables and timelines.
  • Establish a comprehensive change management framework for each location initiative and enable key stakeholders as needed.
  • Global mindset with the ability to tailor approaches for specific regions/locations.
  • Flexibility to work across timezones and accommodate meetings in North America or Asia-Pacific timezones, within reasonable hours.
  • Experience with location strategy and operations is a plus.
  • Experience being a people manager and leading a small team.
  • Solid understanding of the workforce planning process.

Locations

This role is remote and based in Ireland or the UK.

Travel

Occasional travel may be required to participate in project or team in-person meetings. Flexibility to work across timezones to accommodate meetings in North America or Asia-Pacific timezones, within reasonable hours, will be required.
