Join Our Team as Head of Finance Delivery! Are you a qualified finance professional who thrives in environments where your people skills are as valued as your financial acumen? This permanent role supports the delivery of budgets and accounts for a District Council with a Housing Revenue Account, within a wider Finance Business partnering team and peer colleagues across District/Boroughs. Location: Spalding with hybrid working.
As the Head of Finance Delivery, you will lead the SHDC Business partnering team, ensuring robust management of the Council\'s finances. Your strategic leadership will enhance decision-making, support financial planning, and ensure compliance with legislative and policy requirements. You will coordinate, plan, and deliver comprehensive financial management and advice, making a significant impact to our client Councils. You will also work as part of a wider Finance Senior management team to develop departmental solutions.
We are looking for an experienced local government finance professional who will lead the delivery of accurate budget monitoring for revenue and capital, ensuring timely and precise financial reporting. You will develop and implement effective financial controls and procedures and work with the statutory Section 151 to ensure robust financial management. You will also support budget managers through guidance and training. Ongoing development of your team will be a key focus, with strategic leadership to promote a positive culture across the finance team.
Responsibilities
- Lead the delivery of accurate budget monitoring for revenue and capital; ensure timely and precise financial reporting.
- Develop and implement effective financial controls and procedures.
- Collaborate with statutory Section 151 officer to ensure robust financial management.
- Provide guidance and training to budget managers and finance staff; develop and mentor team members.
- Coordinate financial planning, reporting, and advisory services across the client Councils within the wider finance leadership team.
Qualifications and Experience
- Full CCAB qualification (e.g., CIPFA/CIMA) with ongoing CPD.
- Proven experience in managing and leading finance teams delivering annual budgets, management accounts, year-end publications, and other in-year returns; able to delegate and drive high performance.
- Experience in Local Government Finance; strong knowledge of financial systems and Excel; excellent communication and interpersonal skills; able to work to deadlines and adapt to changing demands.
- Abilities: plan and organise a complex workload; communicate confidently with a range of colleagues, customers, and stakeholders; maintain a professional approach.
- Other requirements: role based at Spalding with occasional travel to PSPS offices and worksites across Lincolnshire.
