Overview

We have an opportunity to join our team as a Head of Policy and Technical for Civil Service Pensions Scheme. You will lead and develop a team of technical consultants with aim to deliver high quality service to the Cabinet Office, employers, members, internal operational teams and external stakeholders. The objective of the Policy & Technical Team is to support that the administration of the Civil Service Pension Scheme (CSPS) complies with all existing legislation, regulations, and instructions from government bodies. This will involve the proactive identification of issues, horizon scanning and the supporting in the implementation of policy changes affecting the CSPS. The role will include taking responsibility for key internal and external relationships, and reporting to the Cabinet Office. You will be a member of the Policy & Technical Working Group, providing advice, guidance and information on pensions technical issues.

What you’ll be doing

  • Lead and be the main point of contact for policy & and technical issues, changes to legislation or announcements, including the Cabinet Office policy team, HMT, HMRC, the Pensions Regulator, and other public service pension schemes.
  • Work effectively with key operational teams for technical delivery.
  • Management of member casework and Cabinet Office technical referrals.
  • Supporting the Complaints Team with Pensions Ombudsman cases, MP and Cabinet Office escalations.
  • Support Cabinet Office with policy drafting; policy input into stakeholder and website materials, correspondence with regulatory bodies and scheme stakeholders.
  • Drafting of relevant content for inclusion in client service delivery reporting.
  • Ensure Team adherence to Quality Management Systems, compliance with relevant regulations and Capita policies and reporting of breaches.
  • Ensure internal and external policy and policy queries are managed efficiently and prioritised to minimise any service impact, wherever possible.
  • Plan in advance and identify key risks, liabilities, and mitigations. Maintain a forward view of known or potential changes (horizon scanning) and work with the Change Team and other teams to ensure awareness of and readiness for upcoming changes.
  • Identify and implement improvement opportunities (via business change requests).
  • Input proactively and constructively into senior management meetings, team objectives and strategy.
  • Support with impact assessments and proposals where technical input is required and/or Team resources are being requested.
  • Represent the business externally and positively e.g. professional body events and other channels as appropriate.
  • Embed a colleague-first delivery model and be the key escalation point for Team colleagues on complex work to support development, orderly succession, efficiency, and quality.

What we’re looking for (all essential)

  • Pensions Technical knowledge with Civil Service Pensions Schemes and able to understand and interpret pensions and tax legislation.
  • Able to drive changes and improvements through lessons learned and root cause analysis.
  • Able to lead, motive and organise a team and able to plan capacity in the team through MI and reporting.
  • Able to manage relationships with the client and be the key point of contact in technical matters.
  • Experience working with project teams and contributing technical advice and identifying and controlling risks.
  • Experience developing training needs in the team to address knowledge gaps.
