Home Ownership Manager – Birmingham City Council
Grade 5 – £42,839 – £51,356 – Consultation grade (subject to formal evaluation under the Pay Equity Review)
Permanent – 36.5 hours per week – Hybrid work arrangement.
This role is responsible for managing the Home Ownership team and delivering a high‑performance service to leaseholders and council tenants across our portfolio. The manager will coordinate service delivery, implement improvements, oversee S20 consultation, handle service and arrears complaints, and collaborate with internal and external stakeholders to meet service level agreements.
Key Responsibilities
- Manage the Home Ownership team and ensure service targets are achieved within SLA.
- Drive service improvements for leaseholders, tenants, and stakeholders.
- Attend community meetings to engage with tenants and leaseholders.
- Monitor team performance, review targets and working procedures.
- Oversee service charge and major works arrears collection across the City.
- Manage city‑wide S20 Consultation.
- Handle service complaints, escalated complaints and conduct investigations.
- Develop and improve internal processes, including IT solutions to streamline the service.
What We Are Looking For
- Experience in managing a team and delivering high‑performing services.
- Strong verbal and written communication skills with internal and external stakeholders, leaseholders, and tenants.
- Good understanding of Housing Legislation, especially Leasehold and Right to Buy.
- Motivation to improve performance, particularly income recovery for service charge and major works arrears.
- Ability to manage conflicting priorities.
- Commitment to delivering excellent customer service to tenants and leaseholders.
