Industrial Decarbonisation and Market Mechanisms Advisor - 31342
We have two permanent Industrial Decarbonisation and Market Mechanisms Advisor roles available within the Environment Agency. These positions are part of the Environment and Business Directorate (E&B) and focus on driving the decarbonisation of the economy.
The Advisor role involves:
- Supporting the development of decarbonisation and energy efficiency regimes, with a focus on specific regimes
- Contributing to the preparation, review, and publication of technical guidance
- Advising on issues during regime operation, including policy influence and stakeholder engagement
This includes advising government on decarbonisation policies, networking with officials and industry stakeholders, and producing technical advice to inform the Agency's positions. A significant part of the work involves monitoring, reporting, and verification (MRV) of emissions and energy data to ensure accurate measurement and reporting.
You will also work on developing existing and new regulatory regimes, such as supporting the expansion of UK ETS to maritime sectors and developing regulations for heat networks under upcoming UK Heat Network Zoning Regulations.
The role requires responding swiftly to deadlines and working effectively in a dynamic environment. The team provides national leadership on policies to reduce industrial greenhouse gases, including the UK Emissions Trading Scheme and low carbon industrial clusters.

Required skills and experience include:
- Ability to work effectively with diverse backgrounds and encourage diversity considerations
- Experience working across multiple teams with different specialisms
- Understanding of legislation and policy principles
- Creativity and strong communication skills
- Experience gathering and interpreting data to support arguments
This role is suitable for a numerate science, engineering, or environmental sciences graduate (or equivalent experience) with an interest in policy implementation. Experience in MRV is desirable but not essential. Training and development opportunities are provided.
