The Data Development Officer role sits within one of our waste teams in the Environmental Markets & Regulation (EM&R) department—a national team with officers across England. Our department ensures companies manage waste responsibly by enforcing the “right waste, right place” principle. You’ll support compliance and enforcement efforts, contributing to England’s circular economy.

You will be comfortable working in a dispersed team. The Environment Agency uses a hybrid working approach, including office and home working. Regular travel for enforcement activities and training in York, Sheffield, Birmingham and Bristol is expected. Incident response is a key part of the role; you’ll be trained and supported to take on an incident role, which may include additional pay.

Role overview: As a Data Development Officer, you will contribute to intelligence development to support investigative and regulatory work. You’ll assist in producing intelligence products, analysing data, maintaining case systems, and collaborating with partners. Your innovation will help shape evidence-based decisions, drive new investigations, and enhance disruption strategies while ensuring GDPR compliance and effective communication across teams.

Team and area of responsibility: EM&R is a supportive and inclusive department that regulates Packaging Waste, Waste Electrical and Electronic Equipment, Batteries, and International Waste Shipments to improve recycling and protect the environment.

Responsibilities

  • Produce intelligence products and analyse data to support investigative and regulatory work.
  • Maintain case systems and collaborate with partners; translate data into actionable insights.
  • Contribute to the development of disruption strategies and evidence-based decisions.
  • Ensure compliance with GDPR and maintain clear cross-team communications.
  • Travel as required for enforcement activities and training.
  • Support incident response activities as part of the role.

Qualifications and experience

  • Experience in an investigatory or regulatory role is preferred.
  • Understanding of intelligence, how to interpret and use it appropriately.
  • Ability to research and develop information and intelligence; identify patterns and trends.
  • Confident communicator who can convey information clearly.
  • Excellent influencing skills and ability to build relations in complex environments.
  • Team player able to support colleagues to achieve goals.
  • Experience producing accurate reports and analysing data using Microsoft Office.
  • Ability to manage multiple demands on time in a prioritised manner to deliver outcomes and plans.
  • A full UK Driving Licence is a requirement.
