bp has reached agreement with the Government of Iraq to invest in several giant oil fields in the Kirkuk province of northern federal Iraq. The contract provides for the rehabilitation and redevelopment of oil and gas production from the Baba and Avanah domes of the Kirkuk field and three adjacent fields - Bai Hassan, Jambur and Khabbaz, all of which are currently operated by the North Oil Company of the Ministry of Oil.

Under the terms of the agreement, bp, North Oil Company (NOC) and North Gas Company (NGC) will establish a new integrated operating entity comprising predominantly of personnel from NOC and NGC, along with secondees from bp. The new operating organisation will, in due course, take over operations at Kirkuk from NOC and NGC.

This role will initially form part of the central remote support team for Kirkuk. Successful candidates should be flexible and willing to travel to Iraq for business trips, especially during the early phases. Over time, this role may evolve to a rotational deployment to Iraq. About the role

The KPOD HSE Site Adviser position is a direct report to the KPOD HSE Manager and will work closely with the Operations Department to ensure Health, Safety and Environmental issues are being addressed. The job is based in Kirkuk, northern Iraq and will work a 28/28 rotation with a back to back.

Provides support to KPOD Operations Department in monitoring and coaching personnel in HSE matters, as well as leading and monitoring the effectiveness of the supporting HSE processes and systems including application at contractor work sites.

Act as focal point for authoritative advice and effective delivery on all HSE aspects of respective operations\' activities to ensure safe, compliant and environmentally acceptable operations and continuous improvement in HSE performance.

Leads design and implementation of the KPOD HSE management system. Responsible for proactively identifying risks and providing pragmatic and effective solutions.

What you will deliver

  • Advising the Operations Leadership and HSE Manager on continuously improving HSE-related performance.
  • Lead in building a management system based on internal best practice, including establishing life saving rules within the operations department.
  • Lead the development and implementation of HSE policies & procedures.
  • Lead with establishing the HSE aspects for the bp camp including fire protection and response, DSE aspects, induction requirements
  • Provide technical expertise to field personnel with regards to KPOD Policy, procedures and regulatory requirements relating to HSE, through the provision of coaching, mentoring and on site training to the Operations personnel and the HSE Team on relevant HSE issues and participation in routine site safety and CoW meetings.
  • Support the line in maintaining HSE risk profile/registers to ensure that workplace/operational hazards are properly documented and controlled.
  • Lead Incident Investigations as required to determine root causes and development of corrective actions and coordinate responses with line leadership.
  • Be the root cause Specialist as required to support HSE investigations.
  • Be the on-call HSE specialist as part of the KPOD Incident Management Team rotational schedule
  • Develop and manage a safety observation system
  • Provide process safety support and advice to operations and HSE personnel. Work with the operations team to assess process safety status within the facilities and develop mitigation plans
  • Develop KPOD contractor HSE requirements in association with the Procurement department. Establish and run contractor safety forums to develop best practice.
  • Work with NOC staff to report incidents in a timely manner. Build an HSE reporting process and associated KPIs to maintain HSE performance data on behalf of the JV
  • Lead and coach the local national HSE Advisors & Site Safety Supervisors and other relevant HSE personnel on their leadership of regulatory requirements, KPOD HSE Practices and Procedures.
  • Lead and coach the local national HSE advisors & Site Safety Supervisors on systematic approaches to identifying and addressing HSE risks in their Area Operations/Sites.
  • Lead and coach HSE personnel in identifying sources of energy and the use of the "hierarchy of control" to manage risk.
  • Sharing learning within the KPOD operations department, establishing a learning process.

Essential Education, Experience and Requirements

  • BSc in Engineering, science or HSE-related degree preferred with strong execution delivery and interpersonal skills demonstrated in leadership and influencing in these areas.
  • Professional membership required: CSP preferred, OHST or ASP required, IOSH Graduate member required (Chartered member preferred).
  • Good presentation and persuasion skills with effective communication skills demonstrated internally and externally. Proven staff coaching, mentoring and development skills.
  • Experience in a variety of HSE roles that demonstrate skills progression in an operational environment.
  • Proven track record in advising and analysing HSE performance delivery.
  • Strong team building skills with a multi discipline team
  • Track record in people development and / or nationalisation in challenging environments
  • Building and implementing HSE management systems

Desirable criteria & qualifications

Experience of working in a multi-cultural environment, previous field safety role, experience working in the Middle East and or NOJVs advantageous
