Role overview: We are looking for high calibre individuals to join our Kirkuk team. This role is responsible for supporting the Operations & Production Procurement Category, managing maintenance, production, Operations engineering and construction, and MRO. The role ensures procurement activity aligns with the Development and Production Contract, business priorities, and Kirkuk procurement procedures and contract governance. The role reports to the Operations & Productions Procurement Category Delivery Manager (CDM) for Kirkuk and acts as a procurement business partner for Operations & Productions functions. You will engage with Legal, Finance, HSE, and P&O functions to ensure seamless procurement delivery and contract management, compliant with internal policies, industry standards, and regulatory obligations. You will develop and implement robust category strategies for the Operations & Productions Procurement Category and act as an interface to internal and external stakeholders.
All business activities must be conducted in compliance with Iraqi laws and regulations, the Iraq Standard Contracting and Procurement Procedures (SCPP) and BP’s Code of Conduct, Anti Bribery and Corruption, and Anti Money Laundering policies.
What you will do
- The Kirkuk Procurement Lead for Operations & Productions Procurement Category coordinates in-country procurement delivery for maintenance, production, Operations engineering and construction, and MRO for Kirkuk. Interfaces with the in-country team, North Oil Company (NOC), North Gas Company (NGC) and remote category teams to ensure alignment to business priorities and compliance with Kirkuk procurement procedures and contract governance.
- Develop and implement the Operations & Productions Procurement Category strategy for Kirkuk in Iraq, maximize the value of third-party spend for bp, and work with multi-discipline project teams and key suppliers to manage risks, drive innovation, and add value to our NENA Growth projects.
- Collaborate with partners in NOC and NGC to establish contracting and procurement ways of working, including systems, processes, and resources that support efficient sourcing of goods and services for Operations and Production.
- Support category delivery of contract strategies, end-to-end sourcing and contracting, socialize governance approvals, and ensure contracts are compliant to standards and operationalized into Kirkuk P2P systems.
- Deliver value through effective and efficient sourcing activity within PSCM procedures, budgets, and relevant laws and agreements.
- Support the development of Contracts and Procurement Plan (CPP) with demand data for assigned subcategories.
- Conduct due diligence and secure required approvals.
- Execute sourcing activities, including bid package development, bid proposal evaluation, results analysis, and recommendations to award for internal and external approvals.
- Conduct/support contract negotiations to deliver value and manage risk.
- Execute post-award contract management and administration, resolve queries, support timely supplier invoice approvals, process and track supplier change requests, monitor contract expiration dates and manage extensions/renewals to maintain service delivery.
- Support supplier performance management activities, such as KPI tracking and other actions to drive supplier performance improvements.
- Ensure Local Content obligations are considered and incorporated into procurement decisions as required.
- Perform compliance activities including audit resolution as applicable and adhere to all policies and procedures.
- Collaborate with technical and project management stakeholders to ensure delivery of products and services safely, to specification, and in line with contractual agreements.
- Interface with NOC/NGC and act as a point of contact for suppliers to support category teams in understanding the Iraqi market. Promote opportunities to partner, collaborate, develop, and strengthen relationships with contractors and suppliers.
- Promote a culture of compliance and psychological safety; monitor and respond to contractor safety and compliance matters.
What you will have
- University degree in Procurement, Engineering or related business/technical discipline; CIPS professional chartership (or equivalent) preferred. Experience and attitude are key.
- Genuine passion for the Oil and Gas business and the supply chain.
- Demonstrable track record of delivery in Operations and Production Procurement, ideally related to oil and gas services with large capex or onshore scopes.
- Knowledge of PSCM contracting, supplier management and project execution.
- Ability to collaborate with internal stakeholders across disciplines, cultures, and geographies, including BP and suppliers.
- Commercial mindset, analytical skills, and ability to negotiate large complex contracts and liaise with all levels of stakeholders.
- Strong business acumen to unlock value, track record of collaboration, and capability to deliver agile solutions with a growth mindset.
- Previous Oil & Gas experience and working in Iraq or supporting Iraq-based businesses.
- Strong understanding of regional requirements, planning/execution processes, and experience dealing with PSA/TSC/concessionaire approvals.
- Excellent communicator with ability to develop high-quality, trust-based relationships and influence across the organization.
- Track record for bringing multiple parties together to solve complex problems and for working under pressure to initiate actions and prioritise decisions.
- Ability to foster alignment among senior stakeholders with competing priorities and provide solutions to complex issues.
