The Procurement Team at SCL is looking to appoint a Procurement Manager to facilitate complex procurement projects and support the development of our team.
You will play a key role in supporting the strategic direction while developing others, enhancing your management and leadership skills.

Main duties of the job
The ideal candidate will have demonstrable experience in public sector procurement, including tendering, facilitating procurement projects, and developing procurement forward plans. Excellent stakeholder engagement skills, the ability to lead procurement meetings, influence plans, prioritize work, and work independently using e-Tendering systems are essential.
The candidate will advocate for improvements in procurement documentation, policies, and practices to achieve best practice and compliance.
Managing and mentoring a small team of procurement professionals to develop their skills and performance will be a key aspect, offering an opportunity to enhance your management and leadership skills.
About us
SCL is a wholly owned subsidiary of County Durham and Darlington NHS Foundation Trust (CDDFT), established to deliver non-clinical services. It is a separate legal entity from CDDFT.
SCL offers its own terms and conditions of employment, which differ from NHS standards. Benefits include:

Special Skills & Knowledge
- In-depth knowledge of Public Contracts Regulations 2015, Procurement Act 2023, Provider Selection Regime 2024, and their application in the public sector, supported by experience and theory.
- Proven ability to build strong stakeholder relationships and motivate teams throughout procurement programs.
- Knowledge of project management and forward planning, underpinned by practical experience.
- Strong communication, negotiation, and influencing skills at all organizational levels.
- Analytical skills and proficiency in Microsoft Office applications.
- Pragmatic and structured approach.
- Knowledge of eProcurement systems and national procurement strategies.
- Leadership and mentoring capabilities.
Special Requirements
- Ability to work across multiple sites and travel as needed.
Experience
- Senior management experience in complex procurement environments, with expert knowledge of procurement legislation.
- Experience managing large procurement programs involving diverse stakeholders.
- Staff development and mentoring experience.
- Ability to develop commercial relationships that benefit the organization.
- Proven negotiation and influence skills, with a track record of delivering results.
- Experience using data and spend analysis to drive change.

Qualifications
- MCIPS or equivalent experience, with ongoing professional development.
- Project Management qualification (e.g., PRINCE2) or equivalent.
- Higher management or leadership qualifications (e.g., degree, postgraduate, or master's).
Disclosure and Barring Service Check
This role requires a DBS check under the Rehabilitation of Offenders Act 1975, with necessary disclosures made accordingly.
