Procurement Manager

We are seeking an experienced and proactive Procurement Manager to lead the sourcing and contract management of professional services across our organisation. Working within the public sector, you will ensure compliance with public procurement regulations while driving value, innovation, and performance from our supplier base.

This is a strategic role with operational responsibility, requiring strong stakeholder engagement skills, commercial insight, and a deep understanding of regulated procurement processes. You will oversee the end-to-end procurement lifecycle for professional services including legal, HR, consultancy, audit, finance, and training services.

Key Responsibilities

Develop, implement and manage category strategies for professional services procurement in line with organisational goals and legal requirements

Lead complex procurement projects from planning through to contract award, ensuring full compliance with Public Contracts Regulations (PCR 2015) and relevant frameworks (e.g. CCS, ESPO, NHS SBS)

Act as a commercial advisor to internal stakeholders, offering strategic procurement input to business cases and project delivery plans

Prepare and manage tenders, supplier evaluations, and contract negotiations using transparent and auditable processes

Oversee contract management and supplier performance, ensuring quality of service, risk mitigation and continuous improvement

Drive value for money, social value, and sustainability outcomes in all procurement activity

Maintain accurate procurement documentation, audit trails and reporting in line with governance and audit requirements

Support procurement governance and contribute to policy and process improvement

Keep up to date with legal and market developments, promoting best practice across the organisation

About You

Essential Skills and Experience:

Proven track record in procurement within a public sector or regulated environment

Experience leading professional services procurement projects or categories

Strong understanding of public procurement legislation and frameworks (PCR 2015, FOI, contract transparency, etc.)

Confident in managing procurement across a range of stakeholders, including legal, financial and strategic partners

Skilled in market engagement, supplier negotiations, and managing contracts for complex service arrangements

Strong analytical, commercial and project management capabilities

Excellent verbal and written communication skills

Qualifications:

MCIPS qualification (or working towards) is highly desirable
