Overview

Project Change Lead role at Police Digital Service. This is suitable for a secondment opportunity at Chief Inspector, Inspector level or police staff equivalent for 12 months. Initially deployed onto the DCF Project team to support the rollout of Digital Case File, with a role also available in NFLMS.

Starting salary at £56,500 per annum.

Role responsibilities

  • Stakeholder identification and management activities to support the business change and project delivery.
  • Act as the main programme/project point of contact and coordinate with key stakeholders the onboarding of designated forces to allocated programme/project(s).
  • Collaborate to enable production of communication materials and plans to support business change. Monitor progress against business change plans, reporting progress and managing risk and issues that arise.
  • Plan, lead and deliver programme/project workstreams related to business change as outlined in the programme/project plan.
  • Work with the onboarding force’s relevant teams to ensure appropriate business change activities have been planned and implemented, sharing best practice where applicable, transferring specialist knowledge and sharing learning and best practice across forces.
  • Produce go-live deployment plans and business change plans to enable change to be delivered and adopted successfully.
  • Coordinate, lead and facilitate workshops and meetings as required, and attend relevant meetings in the designated force areas. Chair key internal and external meetings to progress programme/project delivery in accordance with the national delivery plan.
  • Build and maintain effective relationships with Chief Officers and Tactical Leads to achieve buy-in and commitment to allocated programme/project(s), supporting policing in forming and running appropriate governance structures and reporting, and identifying and disseminating best practice.
  • Promote cross-agency collaboration throughout the life cycle of the programme/project, engaging with local/regional/national stakeholders as required.
  • Coordinate and lead the completion of business and technical change impact assessments, readiness assessments, benefits Baselining and realisation, and communications activities in forces.
  • Establish and maintain effective relationships with other National policing bodies, forums and programmes to ensure ongoing alignment and efficiency, minimise duplication and ensure clear direction for policing.
  • Prepare briefing, options assessments, reporting/project documents and deliver verbal briefings on key issues and progress against milestones as required.
  • Represent PDS at relevant local and national conferences to deliver updates on allocated programme/project(s), as well as other required PDS strategic messaging.

What you need to succeed in the role

  • Extensive experience across policing, law enforcement or criminal justice.
  • Evidence of planning, leading, and delivering business change and tactical programme/project delivery in complex, multiagency environments.
  • Ability to evaluate, analyse and swiftly summarise information; numerate with a keen eye for detail and a passion for accuracy in written reports.
  • Evidence of excellent verbal and written communications skills to produce high quality briefings and collateral.
  • Ability to negotiate and influence decision making in an environment without direct authority over others.
  • Evidence of effective stakeholder management and multi-agency collaboration, able to manage and communicate with stakeholders of varying levels of seniority.
  • Ability and confidence to work and think independently as well as part of a team.
  • Ability to act with discretion, maintaining confidentiality where appropriate.
  • Confident use of technology and good grasp of digital agenda.
  • Proven experience of business change delivery.

Working Arrangements

This is a remote role with occasional national travel required for meetings.

Vetting - You will need to be able to be vetted for NPPV3 and SC clearance to work in this role and therefore will need to have been living in the UK for the last 5 years.
