Homes England is the Government’s housing and regeneration agency. We are entering an exciting new phase, working through a regional and national operating model that will deliver homes, unlock regeneration and create places that thrive. To support this, the agency is adapting its operating model to establish 5 regions alongside the continuation of national activity. These 5 new roles are critical to the success of this change and will be an opportunity to join at a time to shape its success.

As an Executive Regional Director, you will work at the highest levels of government and the housing sector, leading transformational programmes that will define communities for generations.

The role

As an Executive Regional Director, you will lead one of five regional teams and act as Homes England’s most senior representative in your region. You will work in partnership with Mayors, Chief Executives, and senior leaders across government and the housing sector to accelerate housing growth and regeneration.

With direct responsibility for a regional portfolio — delivering 6,000–10,000 homes annually — you will oversee major programmes including affordable housing initiatives, large-scale place-making, and strategic partnerships. You will also lead a high-performing multi-disciplinary team (70–90 professionals) spanning planning, development, infrastructure, enabling and partnership delivery. This role requires you to combine strategic leadership with hands-on delivery. You will shape and implement Regional Business & Delivery Plans, resolve complex challenges, and ensure activity on the ground aligns with both local priorities and national ambitions.

About you

We are seeking a proven senior leader with the credibility, expertise and resilience to deliver at scale in complex and politically sensitive environments.

You will need to bring:

  • Significant experience at executive or director level within housing, regeneration, property, or a related sector and experience working with central and local government
  • A strong track record of translating strategy into tangible delivery, with measurable outcomes
  • Exceptional relationship management skills, with the ability to engage and influence Mayors, Ministers, Chief Executives and other senior stakeholders
  • Strong leadership skills, with the ability to inspire and direct large, multi-disciplinary teams and foster a collaborative, high-performing culture
