Senior Consultant on Article 6 of the Paris AgreementPosition descriptionThe consultant will carry out their responsibilities under the overall guidance of the Manager and in close liaison with the Team Lead of the assigned RCC, and substantive team from the secretariat in Bonn.Phase 1 – Readiness Assessment & Strategic AlignmentReview submitted NDCs, including conditionality, sectoral targets, and existing supportMap current climate finance flows (GCF, GEF, NDCP, bilateral)Identify technical gaps and sectoral entry points for A6 engagement (energy, AFOLU, waste)Deliverables:Country fact sheets summarizing NDC targets, gaps, and A6 finance entry pointsRegional matrix linking priority sectors, emission potential, and carbon market applicabilityPhase 2 – Stakeholder Engagement & Institutional Capacity BuildingEngage national climate authorities and focal pointsDeliver virtual or hybrid consultations and technical trainingsSupport countries in designing institutional structures for A6 implementation (DNA setup, roles)Deliverables:Consultation reports for each countryCapacity-building materials (slides, handouts, recordings)Institutional readiness reports and proposals for A6 governance setupPhase 3 – Development of Tools and Carbon Finance StrategyDraft a Carbon Market Playbook for fragile and LDC contexts, including:A6.2 and A6.4 eligibility, procedures, benefit-sharing, MRVTemplates for authorization and carbon project appraisalDevelop a Carbon Finance Leverage Framework showing how A6 crediting can co-finance conditional NDC targetsPrepare sectoral briefs with emission reduction and revenue potential modelingDeliverables:Carbon Market PlaybookSectoral carbon finance briefs (energy, forestry, waste)Finance leverage matrix for target countriesPhase 4 – Final Roadmaps and IntegrationDraft national Article 6 engagement strategies aligned with NDC implementation plansProvide Africa with a roadmap for targeted support over 2025–2026Propose coordination models with other TA providers (UNDP, GGGI, NDCP, GEF)Deliverables:Article 6 country engagement roadmapsFinal report summarizing all outputs, tools, and strategic recommendationsPresentation to UNFCCC and RCC on the outcome and outputsRequirementsA Master’s degree in international relations, climate change, environmental science, engineering, economics, finance, management, development studies, social sciences, or a closely related fieldA minimum of 15 years of experience in carbon markets, delivering capacity building to developing countriesAt least 10 years of engagement in the UNFCCC intergovernmental process, with particular emphasis on Article 6 and associated capacity-building effortsProficiency in spoken and written English; French knowledge of another official UN language is considered an assetApplication instructionsInterested candidates who wish to undertake this work should submit their letter of motivation and CV to mkpeto@unfccc.int and ywabo@unfccc.int.
