The Council is seeking a Senior Procurement Officer for their Construction and Facilities Management department.

• £475 per day umbrella.
• Inside IR35.
• Hybrid working arrangement.

Essential Requirements:

• Minimum of 2 years' experience managing end-to-end Construction and FM procurement exercises within a Local Authority or other equivalent Public Body (including Utilities), compliant with the Public Contract Regulations 2015 and organisational procurement procedures.
• At least two years' experience using the JCT Suite of contracts.
• Experience applying PCR 2015 or advising clients to ensure compliant procurement processes.
• Minimum of 2 years' experience assembling Tender Packs (Invitation To Tender / Request for Quotation) and collaborating with Client Project Teams / Internal Departments (Legal, Insurance, Data Officers, etc.) to draft documents and ensure completeness, including weightings and sub-criteria, supported by the Category Manager. This may include supporting market engagement activities.
• Experience managing Tender Processes on electronic Procurement Portals, including project setup, workflow management, and familiarity with systems like Proactis or equivalent. Knowledge of publishing requirements (e.g., Contract Finder).
• Experience supporting post-tender evaluation activities leading to contract award, including record keeping and moderation processes.
• Proven ability to manage complex, high-profile end-to-end procurement processes independently.
• Experience developing Category officers and leading teams within project contexts.
