Strategic Capability Lead (Government Digital & Data) - Product, Delivery, Architecture & IT Ops at UK Home Office

These roles provide quality product management within a complex agile Programme, the Multi-Agency Public Protection Service (MAPPS). MAPPS will be used by police, probation services and others to support a multi-agency oversight of relevant offenders after release from custody for as long as they are considered a public risk. The Programme aims to achieve parity with a legacy system and then pursue continuous improvement to meet customer needs beyond parity.

You will be part of a team of Product Managers within a wider multidisciplinary team including interaction designers, user researchers, developers and testers. The aim is to deliver world-class services that balance the needs of system users with those of strategic owners of the operations and policies. One role focuses on the strategic MAPPS Product and long-term direction, while others focus on elements of the overall Product to ensure they are understood for development teams.

What You’ll do

  • Lead the creation of roadmaps, release plans, and lifecycle strategies from inception to retirement, contributing to departmental planning.
  • Manage the full product lifecycle, including discovery, alpha, beta, and live phases, ensuring successful service assessments.
  • Work with Product Owners to represent user needs throughout delivery, championing user-centred design while balancing needs of strategic owners of the system, operations and policy.
  • Prioritise development work by maintaining a balanced product backlog that reflects both immediate needs and long-term business value.
  • Ensure final sign-off on completed functionality by Product Owners before deployment to production environments.
  • Use product data and user feedback to drive continuous improvement, promoting evidence-based design.
  • Ensure product quality meets standards such as the Government Digital Service Standard, Technology Code of Practice, TSA standards, and accessibility legislation, while advocating these across the department and wider government.

You’ll have demonstrated passion for both Product and Programme ways of working with strong experience in:

  • Investigating patterns and trends to identify and resolve problems.
  • Delivery of technology-based projects.
  • Communicating using a variety of methods (written reports, verbal feedback, presentations, etc.) and tailoring the method to the audience, which may include large groups of users, strategic owners, and the Senior Responsible Owner.
  • Balancing the needs of users and strategic owners of products.
  • Being responsive to the needs of those leading a development such as a programme and giving those needs proper priority.

Security and eligibility

Please note that this role requires Security Check (SC) clearance. Residency requirements for UK security clearance typically include 5 years’ UK residency in the past 5 years. In exceptional circumstances, candidates who have been present in the UK for at least 3 of the last 5 years may be considered. Failure to meet residency requirements will result in the clearance application being rejected.
