Introduction
Lewisham Council is looking for a dedicated Service Improvement and Change Manager (Housing Needs) to lead service improvement and change projects across the Housing Strategy Division and be responsible for realising the identified project benefits.

The focus of this role is to lead on the development and implementation of service improvement initiatives and embed new policies and procedures. These initiatives will cover key areas such as the Homelessness and Rough Sleeping Strategy, reducing the use of Temporary Accommodation, social housing allocations policy, and policies related to the Housing Act (Part VI & VII), Homelessness Reduction Act, and other relevant legislation. The ideal candidate should have a strong understanding of homelessness legislation and good practice across the sector.
Key Responsibilities
- Lead the setup and delivery of complex projects with benefits realisation, enhancing the customer journey for homeless households, and supporting strategic priorities.
- Ensure projects are delivered on scope, time, and within budget, balancing priorities with team capacity.
- Embed learning from reports, inspections, and audits into service improvements.
- Guide the service through legislative changes, such as the Renters’ Rights Bill, ensuring understanding and implementation.
- Deliver training to frontline staff as needed.

What we are looking for
The ideal candidate will have substantial project management knowledge, experience in service improvement projects, and a good understanding of housing and homelessness policy and legislation. Expertise in transformation, service redesign, and good ICT skills are essential. You should be an effective communicator, proactive, capable of managing priorities, and motivated to drive change to improve residents’ experiences.
Location
Primarily based at Laurence House, Catford, London, with a hybrid working approach from home as required.
Salary details
£XX,XXX - £XX,XXX per annum (PO). Appointments are typically at the minimum SCP unless matching current salary with proof.
