Solution Architect – Shape the Digital Future at a London Borough Council. Flexible & Hybrid Working | Lead Technical Solution Design Across the Council. Salary up to £60,510 ME15 Grade. Location: Council Civic Centre / Hybrid. Contract: 12 months FTC. Reporting to: Head of Digital & Products.

Are you ready to design solutions that make a real impact? A forward-thinking London Borough Council is seeking a visionary Solution Architect to lead the development of robust technical solutions that address complex business challenges and drive digital transformation across the organisation.

This is a unique opportunity to shape the council’s digital blueprint—designing end-to-end solutions that align with strategic priorities, enterprise architecture principles, and evolving user needs. You will work within a collaborative digital governance framework, guiding technology choices to ensure integrity, value for money, and future-readiness across our digital estate.

Main Responsibilities

• Take a lead role in solution architecture, jointly owning overall design for key products, projects, and services.
• Create and communicate clear solution visions and designs for complex, interdependent council services—making technology choices and trade-offs that serve both business and user needs.
• Ensure the technical integrity and consistency of solutions throughout their lifecycle.
• Design services that span whole business areas, producing blueprints teams can follow to deliver digital transformation.
• Design and own organisation-wide architectural visions, including for major corporate systems.
• Make recommendations on which services to stop, renew, or rebuild—advising on build/buy/subscribe decisions and the financial implications of technology choices.
• Engage with internal stakeholders and external suppliers to influence plans, deliver value for money, and help drive shared projects across local authorities and with partners such as LOTI.
• Support and coach product teams to make informed technology choices within their services.
• Lead on self-built council services, including open source code we share with the sector.
• Stay up to date with emerging technology trends and proactively advise senior management on opportunities and risks.
• Participate in procurement exercises, balancing technical and commercial options to ensure supplier compliance and value.

What the Council is Looking For

• Proven experience in solutions architecture, ideally within the public sector and with some exposure to local government services.
• Strong knowledge of local government functions, business applications, and the key challenges facing the sector.
• Expertise in operating systems, databases, coding languages, and architecture frameworks and methodologies.
• Ability to convey complex technical information to non-technical audiences and influence at all levels.
• Experience making strategic technology recommendations and building business cases for change.
• Knowledge of project management and technology governance processes.
• Awareness of emerging technologies and trends—especially in the public sector and platforms such as AWS.
• Degree in a relevant field (e.g., Computer Science, Information Technology) or equivalent experience.
• Professional certifications in architecture frameworks (e.g., TOGAF) are desirable.
• Personal attributes: Innovative problem-solver, strategic thinker, team collaborator, and clear communicator.
