The Environment Agency is fully committed to fostering an inclusive workforce that reflects the communities we serve. We actively seek, embrace, and live diversity for the benefit of our staff, communities, and the environment.
It’s an exciting time to be involved in planning England’s water resources. Our water supply faces increasing pressure from droughts and dry weather, with recent publications like the National Framework for Water Resources guiding our future efforts. In this role, you will be instrumental in ensuring its success.
Originally published in March 2020, the framework marked a significant step in planning for resilient water resources amid climate change, droughts, and population growth, alongside environmental enhancement. The 2025 update emphasizes the urgency of these challenges, promoting integrated planning across sectors and regions.
Your responsibilities will include supporting activities to implement the National Framework, working closely with stakeholders such as Defra, regulators, water companies, energy, and agricultural sectors.
The Team
You will join the Water Resources Resilience team, which leads the national framework and collaborates across water-using sectors to improve resilience.
Department
We are part of the Environment and Business (E&B) Directorate, influencing policy, legislation, and delivery to achieve environmental objectives through evidence, expertise, and stakeholder engagement.
Experience and Skills Required
We welcome applications from individuals with a good understanding of water resources. This role offers learning opportunities for those outside the field. Key qualities include:
- Project and programme management skills
- Experience in environmental regulation and planning, especially water licensing and sustainable abstraction
- Experience reviewing statutory plans
- Strong stakeholder relationship skills
- A proven track record of achieving results
As a dispersed team, independence and effective communication are essential. Development opportunities and training will be provided.
Additional Information
This is a fixed-term role until 31 March 2026. We support flexible, hybrid working arrangements with a national base at an EA Office. Some travel and overnight stays may be required.
For more information, please read the Candidate/Additional Information Pack or contact WRNationalFramework@environment-agency.gov.uk. Applications are assessed based on competency questions, and interviews are conducted via MS Teams within two weeks after closing.

Until 31/03/2026
