The Army Scrutiny and Approvals Team (ASAT) are responsible for improving the quality of investment appraisals and business cases across the Army TLB as well as providing an independent non-advocate scrutiny function within the Top Level Budget (TLB).

This position is advertised at 37 hours per week and will be used to job share across two teams within the specialist services, allowing you to develop into different areas of the business and build future progression under Finance Functional Leadership.

Part One of the role will work for ASAT (under specialist services) and is responsible for understanding and shaping TLB External Assistance and professional services cases; administrative roles including internally delivered training courses, ensuring compliance and improvement of ASAT processes through development of IT capabilities and management of current IT systems (SharePoint, DAT, Power BI etc), management of the ASAT mailbox and provision of support to the Army Investment Committee (AIC) as well as providing an opportunity to consider Category D business cases particularly in the infrastructure portfolio.

Part Two of the role is in the specialist services environment, improving knowledge of Finance IT systems, developing and aligning processes to enable Finance, Commercial and HR functions. It seeks to understand and improve processes, keep abreast of technological advances and suggest ways to streamline existing processes.

Responsibilities

  • Scrutinising and staffing completed casework to the relevant approving authority.
  • Providing guidance on the approvals processes to the relevant organisations and individuals within the Army TLB.
  • Act as the administrator for the ASAT course.
  • Act as the Army Investment Committee (AIC) Administrator in support of the AIC Secretary.
  • Responsible for compiling returns.
  • Providing advice and guidance on professional services cases over £200k; staffing these as appropriate.
  • Responsible for the off-payroll fee earner assurance.
  • Identify internal and external processes that support ASAT; implement new processes and procedures where none exist.
  • Provide system accounting support to Army Finance users of DFMS(AO) and PB&F PA.
  • Facilitate and administer changes to Army Command Unit Identity Numbers (UINs) and Basic Level Budget (BLB) codes.
  • Produce monthly UIN management information showing changes to the budgetary structure, including Lead UIN statistical data.
  • Validate requests for UIN changes submitted to the Army's TLB Signatory.
  • Supply Army TLB changes to the HRMS Civilian Analysis team to maintain the HRMS Org structure aligned with published financial standing data.

Qualifications & Skills

  • Proven experience in SharePoint management and Power BI.
  • Strong attention to detail, ensuring accuracy and quality in all tasks.
  • Demonstrated ability to solve problems effectively and efficiently.
  • Desirable: Knowledge or experience in Information Security and Information Management.
  • Desirable: Proficiency in Microsoft Excel, including advanced functions.
  • Desirable: Experience in handling data and/or working within data governance frameworks.

Army HQ, Andover, SP11 8HT. Salary information: salary of £29,580 with £8,569 contributed towards Civil Service Defined Benefit Pension scheme. Other benefits include 25 days annual leave rising to 30, flexible working where possible, and various development opportunities.
