Through Barnet’s Growth Strategy we are delivering the housing, connectivity, support for businesses and town centres, and social infrastructure needed to sustain and improve local communities. Our Planning, Housing, Regeneration, Economic Development, and Estates services are a community of talented people solving the real-world problems and challenges that need to be addressed to deliver change and improve lives. We are delivering this all through many strategic partnerships that collectively form one of the largest development programmes in England.
About The Role
The Local Authority has a large and diverse portfolio of Capital Projects and needs high calibre project and programme management to help shape and deliver plans to deliver key infrastructure to support the significant growth across the borough (c.£300m in total).
The authority has recognised the need for a dedicated central team to provide high quality, consistent and effective delivery of the capital portfolio and is now looking to build and grow an in house team to do so. This is an exciting and varied role that puts the individual in charge of managing some of the Councils key capital schemes and aiming for excellence on a personal level.
Please note that for this role there is a particular focus on supporting the delivery of sustainability related capital projects.
The post holder will operate in a matrix management environment as this role has wide ranging responsibilities across the council including: working with Strategic Directors and service leads to enable their service strategies, liaising closely with Regeneration and Housing colleagues to ensure consistent strategic alignment and reporting direct to relevant Boards and senior Council groups on large-scale strategic projects involving the corporate estate.

About You
You will be flexible, highly motivated and enthusiastic, inspiring the team around you and aiming to bring about change for the better. This will be alongside developing the council’s capital schemes as the role is fundamental in the development within the council.
You will be expected to model and maintain the council’s values and behaviours, inspiring others through their leadership, working collaboratively with peers, service colleagues, partners and stakeholders.
The role holder will ideally have:
- Experience of working in a local authority.
- PRINCE2 or equivalent project/programme management qualification/experience or working towards these qualifications
- Knowledge and practical delivery of capital schemes from inception to occupation and project closure.
- Experiencing in supporting projects and successful completion of these projects
- Experience in adhering to governance practices in a local government.
- Proven experience of developing a strong network across inter-departmental contacts
- Knowledge of technical, legal and health and safety requirements.
- Knowledge, proven experience or qualifications/proficiency of Microsoft Word, Excel, Project and Power BI.
