Business Continuity and Emergency Resilience Manager
Location: Sheffield. This is a hybrid role with a minimum of 3 days per week in the office. Hours: 37 per week. Contract: Permanent. Salary: £45,718 - £48,710.
The South Yorkshire Mayoral Combined Authority (SYMCA) brings together the local authorities of Barnsley, Doncaster, Rotherham and Sheffield to serve the communities and businesses of South Yorkshire. We deliver services that communities rely on every day – from public transport to digital infrastructure. We are refreshing our business continuity framework and strengthening regional preparedness to meet new resilience requirements.
Important notes: SYMCA follows a structured salary grading system with the starting point within the specified grade. There may be opportunities for salary enhancements as you grow within SYMCA. Key Responsibilities
- Lead a comprehensive review of our business continuity arrangements and identify opportunities to strengthen them.
- Design, implement, and test a new Business Continuity Management Framework tailored to SYMCA’s diverse services.
- Work with cyber security, health and safety, facilities, and public transport teams to ensure an integrated approach.
- Provide clear assurance to senior leaders and governance boards on resilience and readiness.
- Partner with the Local Resilience Forum to improve regional planning and coordination.
- Support continuity planning for tram operations, bus franchising, and public transport accountability.
- Keep us ahead of new national requirements on security, protection, and resilience.
Skills, Knowledge and Expertise
- Significant experience designing and embedding business continuity frameworks.
- Strong knowledge of recognised standards such as ISO 22301 or BS 25999.
- Proven emergency planning and response experience, including work with emergency services.
- Ability to influence at senior levels and embed resilience across complex operations.
It’s a Bonus If You Have
- Knowledge of the Civil Contingencies Act 2004 and Local Resilience Forums.
- Experience in the public sector or combined authority environment.
- Skills in delivering emergency response training and simulations.
