Overview

Capital Delivery Project Manager role at Essex County Council, joining the One Team of Brentwood Borough and Rochford District Councils on an initial 6-month agency contract. Temporary, Full Time. Location: Rochford. Closing Date: 26 September 2025. £400.00 per day/umbrella (inside IR35).

The opportunity is to lead and deliver several major and minor capital works projects from feasibility to delivery stage. The successful candidate will work across both Councils and report to the Corporate Manager – Assets and Regeneration, bringing extensive project management experience and the ability to work on both small and large construction and maintenance projects. You will be required to work in the office a minimum of 2 days a week at either the Rochford or the Brentwood site.

The Role

Capital Delivery Project Manager, Rochford District Council (Temporary, Full Time)

Main Accountabilities

  • Lead on preparing feasibility studies and business cases in respect of capital projects
  • Commission, procure and manage capital and revenue small construction and maintenance works projects on behalf of both Councils, in accordance with the specification and project programme
  • Positively contribute to the end-to-end process of delivering capital projects
  • Work with appointed contractors to ensure works are delivered on time and in accordance with project outcomes
  • Provide day-to-day liaison and reporting between the Councils and appointed contractors regarding on-site delivery, health and safety requirements, and positive project outcomes
  • Manage budgets and provide financial reporting for major projects (combined between Brentwood Borough Council and Rochford District Council, typically in the range £5m–£10m)

The Experience You Will Bring

  • Experience managing the capital delivery process from feasibility and project briefs through to appointing design consultants, preparing tender documentation, procuring and appointing consultants and contractors
  • Experience managing works on-site; public sector experience is preferred
  • Technical knowledge of work-related projects, strong project management skills, ability to write technical specifications and reports, conduct feasibility studies, provide financial and works-related information, and manage contractors and site visits
