Overview

The Performance and Data Manager will be responsible for managing a team of data, performance, finance and compliance functions, in support of the Central Surgery Business. They are responsible for the development and maintenance of appropriate data systems, ensuring effective data collection, management, security, handling, analyses and sharing. They will lead a team that develops and delivers data analysis for reporting purposes, to support operational delivery, resource management, business planning and financial management. The role reports to the Board of Directors (Bofds) & Operational Management (Ops Team) on a monthly basis, on performance against QOF, DES, LES and KPI indicators & PCN IFF indicators to highlight areas that need investigating to optimise income streams. The role is offered on a full- or part-time basis with hybrid working being considered, reporting directly to the Clinical Director/Board of Directors.

Main duties and responsibilities

Data and Performance Analysis

  • Develop and manage the production of routine and ad-hoc performance reports, data submissions and audits to share with the Ops Team and the PCN, communicating complex statistical and analytical information.
  • Provide business performance insight alongside the data, identifying trends and possible causes to enable effective decision making.
  • Liaise with internal and external stakeholders to ensure reporting requirements are understood, data aligns with local and national requirements, and intelligence meets needs.
  • Work closely with EMIS and other AI solution stakeholders to ensure IT systems meet functional and reporting requirements of the business.
  • Ensure all data is up-to-date, collated and stored safely to fulfil reporting requirements.
  • Establish processes for regular data cleansing, and compare data from multiple sources to ensure quality, consistency and accuracy.
  • Liaise with data providers to address anomalies and train those responsible for accurate data input.
  • Implement data quality initiatives, monitor effectiveness, and action improvements.
  • Collaborate with Bofds and operational management to capture and audit clinical outcome data, patient satisfaction, feedback and complaints.
  • Identify areas where audits and reports could be developed to support quality improvement.
  • Lead the presentation of performance dashboards and reports and contribute to discussions on areas for improvement.
  • Provide user-friendly dashboards to the Bofds and Operational Management Team for monitoring of compliance (e.g., clinician activity, clinical outcomes).

Information Governance

  • Coordinate with the Bofds and SWL Data Protection Officer to implement data protection plans, policies and procedures.
  • Submit the annual Data Security and Protection Toolkit and maintain an action plan for compliance and improvement.
  • Maintain Information Asset Registers and liaise with stakeholders on information risk issues.
  • Complete Data Protection Impact Assessments for new digital contracts and updated internal processes/systems.
  • Lead processing of Subject Access Requests and investigate data breaches in line with policies and regulatory requirements.
  • Review and prepare Data Sharing Agreements for new contracts and variations.

Compliance

  • Develop and maintain oversight of compliance, notifying relevant parties of actions required and reporting issues to management.
  • Work with the Bofds, ops team and external stakeholders to understand obligations and ensure compliance reporting.
  • Undertake audits of understanding and compliance with information governance policies and procedures.

General and Secondary Responsibilities

  • Collaborate with Ops Management for line management of Data and Performance Team members, including performance, absence, training, development and wellbeing.
  • Communicate effectively with colleagues, patients and stakeholders at all levels.
  • Support delivery of Central Surgery goals, prioritising workload and achieving quality outcomes.
  • Lead on compliance with standard processes for all AI solutions and contribute to service development and transformation.
  • May undertake other duties as reasonably required, including work within the PCN.

Qualifications and Experience

Essential

  • Degree level education or equivalent experience.
  • Evidence of continuing professional development.
  • Recent experience of working in general practice in the UK.
  • Experience in multi-disciplinary teams and in achieving standards within QOF.
  • Experience generating, analysing and communicating reports from clinical and non-clinical databases (including EMIS and data files).
  • Knowledge of Data Security and Protection Toolkit and annual submission requirements.

Desirable

  • Project Management qualifications.
  • Masters level knowledge or equivalent demonstrable knowledge.
  • Experience supporting service change and working in healthcare.
  • Understanding of business planning and project management with effective reporting.
