Main duties of the job

Key responsibilities include:

  • Providing support to policy working groups in line with NHS England's published methods for the development of clinical commissioning policies
  • Supporting clinicians, patients and industry representatives by drafting, testing and refining clinical commissioning policies, and evaluative commissioning proposals that aim to improve outcomes and the cost effectiveness of care for patients and reflect the available clinical evidence and, where possible, clinical consensus
  • Supporting the impact assessment process, identifying the likely impact of policy, and evaluative commissioning proposals on patients and existing service provision
  • Undertaking stakeholder testing and public consultation to help test, sense check and refine draft products
  • Supporting panel members (for example the Specialised Commissioning Clinical Panel) to understand the available evidence of clinical effectiveness and how it has informed policy proposals
  • Contributing to the ongoing review and refinement of policy, and evaluative commissioning methodology to support evidence based decision making and prioritisation of available resources
  • Providing effective project management leadership and support, to ensure the timely delivery of products in line with agreed timescales and commitments to internal and external stakeholders
  • Identifying potential new topics for consideration within the forward policy development programme
  • Identifying potential new topics for future research and/or evaluation to support future policy determination

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

NHS England hold a Sponsor Licence; this means that we may be able to sponsor you providing the Home Office requirements are met. To be eligible for sponsorship through the Skilled Worker route you'll usually need to be paid the 'standard' salary rate of at least £38,700 per year, or the 'going rate' for your job, whichever is higher. Person Specification

Experience and Knowledge

  • Working knowledge of clinical research or evaluation approaches, ideally in a healthcare or related setting
  • Evidence of post qualifying and continuing professional development.
  • Medical, pharmacy, public health or other clinical qualification directly relevant to specialised healthcare
  • Working knowledge of specialised commissioning and associated commissioning levers

Skills, Abilities and Attributes

  • Strong written communication skills - for example able to draft accurate, succinct and professional responses to parliamentary questions and summarise the recommendations of clinical working groups
  • Project management skills including production of relevant project documentation and reporting

Communication Skills

  • Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
  • Strong verbal communication skills, including presentation to large groups of stakeholders
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly.
  • Must be able to prioritise own work effectively and be able to direct activities of others. Experience of managing and motivating a team and reviewing performance of the individuals.

£37,068 to £57,570 a year. Salary is in line with substantive role
