Overview
City of Wolverhampton Council is seeking a Commercial Contracts Business Partner to lead on Contract Lifecycle Management (CLM) strategy, ensure compliance with the Procurement Act 2023 and other legislation, and provide expert commercial advice across the organisation. This role sits within the joined Procurement and Commercial team.
Responsibilities
- Lead the development and implementation of the Council’s Contract Lifecycle Management (CLM) strategy.
- Oversee commercial management of critical contracts, including PFIs.
- Ensure compliance with the Procurement Act 2023 and Council policies.
- Provide expert commercial advice and support to service areas.
- Drive performance reporting, governance, and continuous improvement.
- Manage supplier relationships and identify opportunities for added value.
- Lead CLM training and maintain a contract management skills matrix.
- Support transformation, social value, and local economic growth through strategic contracting.
Qualifications
- Senior-level experience in contract lifecycle or commercial management
- Proven success of managing complex contracts and delivering change
- Strong stakeholder engagement and negotiation skills
- Expertise in CLM strategy, compliance, and supplier relationships
- Ability to analyse performance data and lead continuous improvement
- Educated to degree level or significant experience in contract lifecycle and commercial management

Location: Wolverhampton, England (City of Wolverhampton Council)
Salary: £60,144 - £63,535 (Grade 9)
Hours: 37 hours per week
Contract type: Full-time permanent
Work Style: Flexible workstyle (hybrid, minimum two office days per week)
