What to Expect in the Role

Are you ready to make a real impact? In this pivotal role, you’ll take charge of managing the Council’s diverse property portfolio, overseeing all aspects of construction and infrastructure development, helping to deliver various building maintenance projects, and appointing consultants to engage contractors. You will work on projects such as car park surfaces, drainage systems, and upgrades across built assets, delivering projects and ensuring a planned preventative maintenance programme for all assets.

Key Accountabilities and Responsibilities

  • Oversee maintenance and repairs across the Council’s property portfolio, including planning and managing a medium-term maintenance strategy.
  • Provide expert analysis through feasibility studies, cost appraisals, and project proposals for both minor and major infrastructure works.
  • Determine delivery methods for works—whether in-house or outsourced—and lead the procurement process for external contractors.
  • Manage contracts from start to finish, ensuring quality, budget, and timelines are met, while addressing any performance issues.
  • Lead and coordinate teams, ensuring safety, compliance, and clear direction for the Maintenance and Premises Teams.

What You’ll Need

  • Qualified and Chartered: Degree in Construction or Project Management and chartered membership with a recognised professional body (e.g. RICS, CIOB, CABE).
  • Proven Leadership: Over 5 years’ senior-level experience managing construction, facilities, and property portfolios in a multi-disciplinary environment.
  • Expert in Project Delivery: Strong track record in delivering complex construction projects on time and within budget, with deep knowledge of procurement, contractor management, and compliance (including CDM 2015).
  • Analytical and Strategic: Skilled in developing feasibility studies, analysing tenders, and ensuring value for money through robust contract specifications and appraisals.
  • Hands-On and Tech-Savvy: Comfortable accessing restricted areas (e.g. scaffolding, roofs), IT proficient (MS Office), and holds a full driving licence.
