Spinwell is recruiting for a Construction Procurement Manager for an excellent opportunity within the public sector.
Responsibilities of Construction Procurement Manager
- Develop and implement procurement strategies that adhere to the principles and guidelines outlined in the UK Government’s Construction Playbook, focusing on achieving whole-life value, early supply chain involvement, and collaboration.
- Lead pre-market engagement activities, ensuring alignment with the Playbook’s emphasis on transparent supplier engagement and market readiness.
- Apply Playbook best practices such as should-cost modelling, benchmarking, and the use of standardised contracts, ensuring consistency and efficiency across procurement activities.
- Promote the adoption of the Playbook’s transformational approaches, including Modern Methods of Construction (MMC), digital technologies, and sustainability frameworks to deliver net-zero carbon outcomes.
- Ensure compliance with relevant legislation such as Public Contracts Regulations 2015 / Procurement Act 2023 and other legal frameworks, while embedding the Playbook’s principles of risk allocation and fair treatment of suppliers.
- Oversee the procurement lifecycle, from strategy development and tendering to contract award and implementation, ensuring alignment with project objectives.
- Leverage extensive knowledge of NEC and JCT contract terms to manage risk, enhance collaboration, and achieve project success.
- Manage and influence complex stakeholder relationships, overcoming resistance and driving alignment with procurement strategies and Playbook requirements.
- Identify and address skills gaps within the team, providing training, coaching, and support to enhance capabilities in procurement and contract management.
- Monitor procurement outcomes against Playbook metrics, providing regular reports and recommendations to senior stakeholders to ensure continuous improvement.
Skills/Experience of Construction Procurement Manager
- Extensive knowledge and practical experience in applying the UK Government’s Construction Playbook across public sector construction procurement projects.
- Proven ability to translate Playbook principles into actionable strategies, including early supplier engagement, risk management, and the use of collaborative contracting.
- Full understanding of RIBA Plan of Work.
- Expertise in NEC and JCT contract terms, with a deep understanding of their application to ensure efficient and fair project delivery.
- Strong track record in managing end-to-end public sector procurement processes, ensuring compliance with UK procurement regulations and delivering value for money.
- Demonstrated ability to manage complex stakeholder environments, build consensus, and navigate resistance to achieve project objectives.
- Experience in leading and developing teams, providing training and fostering a culture of continuous learning and improvement.
- Knowledge of risk allocation, contract administration, and dispute resolution, with a focus on achieving optimal outcomes.
- Relevant professional qualification such as CIPS (Chartered Institute of Procurement & Supply) or equivalent.
