Reporting to the Data Governance Lead, the Data Governance Manager will help establish foundational governance practices across the organisation. While long-term goals include developing frameworks, policies, and standards, the immediate focus is on strengthening data protection and security for the Helix Programme and ensuring all critical governance activities are completed by Milestone 11 (October 2025).

Responsibilities

Data Ownership Model

  • Define the interim data ownership model for Helix systems.
  • Collaborate with Product Owners, Service Owners, and business units to implement the model.

Data Governance Approach

  • Support rollout and adoption of governance policies and guidance.
  • Align Helix-specific procedures with enterprise policies (e.g., Data Protection, InfoSec, Data Breach).
  • Define and agree on a Data Lifecycle Management Framework.

Communications & Adoption

  • Deliver targeted communications on secure data handling for staff, suppliers, and contractors.
  • Track and report policy adoption across teams and suppliers.

Risk and Control Framework

  • Support completion of the Data Governance Risk Framework to inform Executive decisions by 22 October.
  • Document risks, evidence interim controls, and present residual risks for approval.
  • Prepare regular reports on risk status, control implementation, and M11 readiness.

Governance Structure & Design

  • Assist in finalising proposals for the enduring data governance structure aligned with organisational design.
