Development Manager at The Crown Estate

Purpose of Role

The Crown Estate is seeking a dynamic and forward-thinking Development Manager to support the Development Director in delivering high-impact reinvigoration projects valued between £5–£30 million. This role plays a key part in achieving the strategic goals of the Urban Business Unit, contributing to financial, social, and environmental outcomes aligned with The Crown Estate’s Value Creation Framework. You will lead multiple workstreams and consultant teams, ensuring projects progress efficiently to income-producing status.

Context of Opportunity / Main Accountabilities

• Provide day-to-day leadership across 3–5 full-building capital projects, overseeing design, planning, procurement, and delivery strategies.
• Implement project vision and strategy in line with business plans and gateway processes.
• Champion a Safety First approach throughout design and delivery phases.
• Lead diverse internal and external project teams, ensuring timely and budget-conscious delivery.
• Monitor and manage budgets to meet cost and value targets.
• Maintain strong external stakeholder relationships and market awareness to ensure competitive, sustainable, and socially impactful development propositions.
• Develop project briefs and execution plans in collaboration with the Delivery Operations Director.
• Contribute to capital planning and programme phasing.
• Promote innovation in placemaking, sustainability, digital integration, and social impact.
• Drive sustainability across assets and public realm solutions.
• Ensure projects meet financial and sustainability KPIs set by leadership and governance bodies.

Most Important Skills-Based Requirements

• Proven experience delivering complex developments safely, on time, and within budget—ideally within Central London and across multiple sectors.
• Expertise in low-carbon retrofit projects, particularly in heritage environments.
• Strong problem-solving skills and ability to lead multi-disciplinary teams toward innovative solutions.
• Commercial acumen and deep understanding of occupier needs and portfolio dynamics.
• Passion for sustainable design and emerging technologies.
• High-level technical understanding of building processes.
• Clear and effective communication of complex concepts.
• Strong negotiation, influencing, and relationship-building skills.
• Experience leading procurement and supply chain processes for large UK construction or development projects.
• MRICS qualified with relevant post-qualification experience.
• Skilled in development appraisals and feasibility analysis to identify viable opportunities.
• Ability to share lessons learned across teams to foster continuous improvement.
