Overview

Wolverhampton Council is seeking an experienced and strategic Estates Manager to lead our Estate Management function within the City Assets service. This is a pivotal role in managing the Council’s diverse land and property portfolio, delivering high-quality, cost-effective services that support the Council’s vision and the Our Future Council asset workstream.

Role details

Salary - £60,144 - £63,535 (Grade 9); Hours – 37 per week; Contract Type – full time, permanent; Workstyle - Flexible workstyle (hybrid, minimum two office days per week).

The Role

As Estates Manager, you will be responsible for leading a team of valuers, surveyors and estates officers to deliver an integrated estate management service. You will oversee property transactions, valuations, landlord and tenant matters, and the management of the Council’s commercial estate.

Key responsibilities

  • Leading the delivery of the Council’s accelerated 3-year disposal programme to achieve financial targets
  • Managing the commercial property portfolio to support economic development and generate income
  • Providing expert advice on property transactions, valuations, and estate management matters
  • Ensuring compliance with legal, governance and statutory requirements
  • Overseeing valuations in accordance with RICS Valuation – Global Standards (Red Book)
  • Supporting regeneration and housing initiatives with estates and valuation expertise
  • Preparing business cases, reports and presentations for senior stakeholders and Cabinet Members

Key requirements

  • Extensive experience in estate management, property transactions and valuations
  • Proven leadership and team management skills
  • Strong understanding of public sector property legislation and governance
  • Experience in delivering strategic property programmes and managing change
  • Excellent communication, negotiation and stakeholder engagement skills
  • Ability to manage budgets and deliver financial targets

Qualifications

  • Educated to degree level or equivalent in a relevant subject
  • Member of the Royal Institution of Chartered Surveyors (General Practice) and a Registered Valuer
  • Management qualification or equivalent experience
  • Evidence of continuous professional development
