Location:Headquarters Northallerton with the opportunity for hybrid working once developed in the role.

Salary:£52,491 - £56,073

Contract:Temporary for 1 year with a possibility to extend or make permanent

Hours:Full time, 37 hours per week, Monday to Thursday8am to 4pm and Friday 8am to 3:30pm

We are looking to appoint a Force Vetting Manager on a temporary/secondment basis for 1 year with a possibility to extend or make permanent.

As Force VettingManager you will lead and take responsibility for delivering all elements of the Force’ vetting functions; ensuring vetting functions are delivered in line with the College of Policing Code of Vetting Practice, associated guidance, and with local force vetting policy; ensuring a consistent and transparent application of all relevant statutory and policy requirements including the development of strong working relationships with partner agencies.

Key responsibilities: (For full details please refer to the FVM Role Profile)

• To make evidence-based threat, risk and harm management decisions on vetting applications, on the delegated authority of the Chief Constable. This is to include review and, where appropriate, withdrawal of clearance
• To have an ongoing responsibility to undertake continual intelligence reviews.
• Create and manage a vetting regime which is proportionate and effective in addressing the risks associated with designated post-holders and non-police personnel.
• Lead, motivate, develop, and engage team members, protecting and promoting workforce wellbeing to uphold professional standards and enable a high performing team.
• Analyse performance data and information against team objectives to report against performance management measures and inform workforce planning.
• Ensure that North Yorkshire Police complies with all national policy including the National Vetting Code of Practice and Authorised Professional Practice.
• Analyse and monitor the impact of vetting on the recruitment and retention of individuals who have protected characteristics as defined by legislation.
• Develop and lead strong partnerships with force colleagues in Anti-Corruption and Professional Standards departments to share relevant information.

To be successful you will:

• Hold a degree or equivalent (Level 6 of the Regulated Qualifications Framework) and /or significant experience of effectively managing and accessing significant organisational risk.
• Have significant experience of leading a multi-level team in a highly pressurised, compliance based and process-driven environment.
• Have excellent verbal and written communication skills, demonstrating the ability to be effectively work with senior stakeholders internally and externally.
• Have knowledge of employment and related legislation including the Human Rights Act, Data Protection Act, Rehabilitation of Offenders Act, National Vetting Code of Practice, College of Policing APP on Vetting and Home Office Guidance in relation to vetting.
• Have proven investigative experience together with the ability to interview effectively across a range of subjects including financial to elicit correct information and to gain information to make recommendations / instigate investigations.
• Be able to review detailed research and findings to summarise and present the results and make sound, evidence-based decisions.
• Be able to interpret data gathered from a range of sources, and excellent problem-solving skills to identify problems, issues and options for resolution and make effective and proactive decisions within time constraints.
• Have proven ability to work under pressure, leading a team’s variable workload and competing demands within strict deadlines to ensure the integrity of the forces maintained without significant impact upon operational delivery.
