Job Description

The GovPass Programme within the GPA is modernising Access Control Systems across their UK property estate. Delivering a new standard for card encryption, security standards and greater workforce flexibility through innovative technology. GovPass is actively improving access for civil servants across UK's most iconic buildings and departments, with clear ambition and investment to expand.



The Senior Delivery Manager (Operations) is a vital leadership role within the GovPass programme itself.



The successful applicant will be responsible for the overall Service Operation, providing leadership and strategy across the Operations team and complete oversight of technical services. They will own the planning and onboarding of new sites as part of the expansion, in concert with the site delivery. They will be a catalysing force in the daily operation of the GovPass service and seek to continuously improve operational efficiencies as the programme expands its footprint.



Key Responsibilities :

• Form part of the GovPass Leadership Team, supporting and developing wider GovPass strategy.
• Act as the GovPass Operational Expert, shaping future investment decisions and defining the GovPass service.
• Identify, challenge and refine complex processes to ensure simple solutions are defined and implemented.
• Lead a continual planning process within a complex environment, working with a wide variety of diverse stakeholders.
• Inspire and create a culture of professional development amongst the team.
• Unique business case development, negotiating, influencing and owning supplier relationships.

• Lifecycle Management and Process Development Experience
• Commercially Aware - A history of success in contract negotiation and supplier management
• Techincal Competence - ability to communicate technical concepts to a non-technical audience
• Financial / Budget Management Experience
• Ability to optimise the delivery flow of various teams, a passion to get the job done and eagerness to unblock potentially complex issues

• Previous Experience working within HM Government
• Previous Experience working within a heavily regulated environment
• Working knowledge of Cloud Technologies
• Interest in Security, Information Assurance and Best Practice
• Awareness of Access Control Systems

• Project Management Certification such as PRINCE2, APM Agile, PMQ
