The Environment and Energy unit leads Londons policies and programmes related to the natural environment, climate adaptation and the net zero 2030 target. The 25-strong Climate Change team sits within this unit and works across climate mitigation, adaptation and green finance to deliver the Mayors ambitions.

About The Role

This senior role will play a pivotal part in the Mayors ambitions towards net zero. The Head of Climate Change leads an expert team and will support them through uncertainty and change, while fostering a high-performing and inclusive culture. The postholder will demonstrate strong strategic leadership, policy development and programme delivery across a range of areas, including the clean-up of Londons waterways, scaling up green finance for decarbonisation projects, and setting the path to net zero by 2030.

The postholder will develop strong working relationships with the Deputy Mayor and the wider Mayors Office and will work in partnership with government, London Councils, functional bodies across the GLA Group and a wide range of agencies, utility providers and third sector partners. The Head of Climate Change is the Programme Director for the Mayoral programme Reducing Non-Residential Emissions, ensuring good governance, delivery of key outputs, risk management and budget control to maximise delivery and value for money.

On behalf of the GLA, the Head of Climate Change will lead Londons climate sector in reducing city carbon emissions and adapting to climate change impacts.

Responsibilities

  • Lead an expert team of around 25 people across a range of disciplines; support the team through periods of uncertainty and change; foster a high-performing and inclusive culture.
  • Demonstrate strategic leadership, policy development and programme delivery across climate mitigation, adaptation and green finance.
  • Oversee delivery against the manifesto commitment to clean up Londons waterways and enable scaling of green finance for decarbonisation projects in London.
  • Set and implement the strategy for the path to net zero by 2030; develop strong working relationships with the Deputy Mayor and the Mayors Office; guide decision-making and prioritise resources.
  • Engage in effective partnership working with government, London Councils, GLA Group bodies, agencies, utility providers and third sector partners.
  • Act as Programme Director for the Reducing Non-Residential Emissions programme; ensure governance, risk management and budget stewardship to maximise delivery and value for money.
  • Lead the London climate sector in reducing carbon emissions and adapting to climate change impacts.

Skills, Knowledge And Experience

  • Experience at a senior level leading a large, diverse, multidisciplinary team within a complex organisation; proven ability to build a high-performing, inclusive team aligned with organisational priorities.
  • Experience delivering high-quality professional advice to senior staff and politicians, with a track record of building trust with elected members.
  • Background in strategy development at a senior level; extensive experience leading teams on complex policy in a high-profile subject matter.
  • Ability to work in a structured, outcomes-focused way with high standard programme management to deliver projects on scope, on budget and on time.
  • Strong financial management experience across multidisciplinary functions, including budget formulation, monitoring and ensuring value for money.
  • Excellent relationship management and collaboration skills across organisational structures; ability to build strategic partnerships with government, industry and other stakeholders.
