What You’ll Be Doing
Do you want to lead the contract management operation behind one of UK Parliament’s essential services? As Head of Contracts and Cost Management in the Parliamentary Maintenance Services Team, you’ll steer strategy, spending, and supplier performance at the heart of the Parliamentary Estate. You’ll be overseeing a £30m+ annual budget that covers staffing, third‑party maintenance, and capital projects. You’ll drive value for money through robust forecasting, investment planning, and long‑term business modelling.
You’ll shape the culture of commercial excellence, setting policy, improving supplier performance, and ensuring compliance with financial and procurement standards. Working closely with procurement and finance colleagues, you’ll lead a team to deliver high‑performing contracts and a resilient supply chain.
This is a pivotal role in preparing Parliament’s estate for future investment by balancing cost, quality, and service to support Members and colleagues across the estate. This role is offered on a hybrid working basis, with an expectation of spending three days on the Parliamentary estate each week.

What We’re Looking For
- Senior‑level experience in commercial or contract management within operational maintenance, ideally in complex or high‑risk environments.
- Strong knowledge of maintenance delivery models, contract forms (NEC preferred), CAFM systems, and SFG20.
- Proven track record managing full contract lifecycles, from procurement to performance and dispute resolution.
- Experience developing strategies that drive value for money and customer‑focused outcomes.
- Ability to lead commercial improvements across culture, processes, training, and reporting.
- Skilled in financial and performance analysis, with a proactive approach to identifying risks and opportunities.
- Excellent communicator with the ability to build strong relationships across diverse stakeholder groups.
- Confident leader who fosters inclusive, collaborative teams and champions equality, diversity and inclusion.
