Key Responsibilities
- Leadership & Strategic Direction
- Lead and manage an effective highways and parking operations service, ensuring alignment with statutory and legal requirements.
- Drive continuous improvement in service delivery, working with the Senior Leadership Team, Leader of the Council, and Cabinet Members to develop and implement effective highway strategies.
- Operational Management
- Oversee the delivery of high-quality services, including highways maintenance, street lighting, traffic management, parking operations, and more.
- Manage large highway capital investment projects, ensuring robust budget management and delivery.
- Work closely with external partners, including TfL, to ensure successful delivery of major road schemes.
- Team Leadership
- Manage, develop, and motivate a commercially driven team, ensuring all financial and performance targets are met.
- Foster a culture of innovation, creativity, and continuous improvement within the team.
- Ensure compliance with health and safety, equalities, diversity, and other statutory requirements.
- Financial & Resource Management
- Take responsibility for a budget, ensuring efficient financial management and delivery of value for money.
- Develop financial appraisals, risk maps, and project reports to ensure timely delivery and overall success of schemes.
- Customer & Stakeholder Management
- Build and maintain strong relationships with key stakeholders, including residents, contractors, statutory bodies, and internal teams.
- Ensure the delivery of high-quality customer service by responding to MP enquiries, complaints, and Freedom of Information requests in a timely manner.
- Health & Safety
- Ensure the safety and well-being of staff and contractors, overseeing compliance with safety legislation and risk management plans.
- Performance Monitoring & Continuous Improvement
- Monitor team performance, ensuring that KPIs are met.
- Implement continuous improvement initiatives, ensuring that the service is responsive, efficient, and meets service delivery targets.
About You
We are looking for an experienced and strategic leader with:
- A strong background in managing highways and parking operations, ideally within a local government or public sector context.
- Proven experience in managing large-scale projects, budgets, and service delivery.
- A strong understanding of relevant legislation, including highways, transport, and parking regulations.
- Excellent communication and stakeholder management skills, with the ability to engage with senior leaders, contractors, and the community.
- A commitment to delivering a high-quality, customer-focused service.
