The City of York Council is seeking a Head of Housing Delivery to lead our ambitious housing programme. This is a unique opportunity to play a pivotal role in shaping the future of York by overseeing the design, financial viability, procurement, delivery, and aftercare of affordable new homes.

About The Role

As Head of Housing Delivery, you will:

• Lead the delivery of the Council’s Housing Delivery Programme, ensuring projects are delivered on time, on budget, and to the highest standards.
• Oversee negotiations with developers, landowners, statutory bodies, and key stakeholders to protect the Council’s commercial and legal interests.
• Manage a high-performing housing delivery team and external consultants, ensuring strong leadership, motivation, and professional development.
• Take projects from site identification through to completion and aftercare, ensuring value for money, sustainability, and compliance.
• Support York’s ambition to be carbon neutral by 2030 by delivering innovative, net zero carbon housing and promoting sustainable transport choices.
• Drive forward estate improvement, community-led housing, and inclusive development that meets the needs of all residents.

About You

We are looking for someone who can demonstrate:

• Proven senior-level experience in housing delivery, property development, regeneration, or major project management.
• Strong commercial acumen, with expertise in land assembly, procurement, funding strategy, and contract negotiations.
• A recognised project management qualification (PRINCE2 or equivalent) and/or leadership accreditation.
• Excellent leadership and team management skills, with the ability to inspire and motivate multidisciplinary teams.
• Strong communication and influencing skills, with the confidence to engage with councillors, stakeholders, and local communities.
• A creative and solution-focused approach, with the ability to balance commercial priorities and community outcomes.
