We are currently recruiting for a Head of Learning & Development to join our L&D team.

Overall Purpose of the role

The Head of Learning and Development is responsible for creating and executing a strategic learning framework that aligns with organisational goals. This role ensures employees have access to high‑quality development opportunities, fostering a culture of continuous learning and performance improvement.

Accountabilities / Responsibilities

  • Develop and implement a comprehensive L&D strategy aligned with business objectives.
  • Lead organisational learning initiatives and set measurable goals for impact and ROI.
  • Manage the L&D budget and report on effectiveness.
  • Oversee design and delivery of innovative learning programs (e‑learning, workshops, leadership development).
  • Conduct training needs analysis and identify skill gaps across the organisation.
  • Oversee the integration of digital learning platforms and emerging technologies.
  • Manage Performance and Talent Review cycle across the business.
  • Ownership of the company Training Matrix, ensuring we meet both statutory requirements, whilst maintaining best practice.
  • Build leadership pipelines through targeted programs and succession planning.
  • Implement mentoring and coaching frameworks to support career growth.
  • Collaborate with senior leaders, HR, and department heads to align learning initiatives with organisational priorities.
  • Manage relationships with external vendors and partners for cost‑effective solutions.
  • Establish KPIs and use data analytics to measure program effectiveness.
  • Stay updated on industry trends and incorporate best practices into L&D strategies.
  • Lead and develop the L&D team, ensuring high performance and engagement.

Key Skills, Knowledge & Competencies

  • Strategic thinking and leadership.
  • Expertise in instructional design and adult learning principles.
  • Strong project management and budgeting skills.
  • Excellent communication and stakeholder management.
  • Expertise in Learning Management Systems (LMS) and digital learning tools.
  • Good understanding of Apprenticeship standards.
  • Ability to analyse data and report on learning outcomes.
  • Knowledge of CITB framework.

Qualifications

  • Bachelor’s or Master’s degree in HR, Education, Organisational Development, or related field.
  • 5+ years of experience in L&D, with at least 3 years in a leadership role.
  • Professional certifications (CIPD or similar) preferred.
  • Experience working in the housing/construction sector an advantage.
