As the Head of Procurement for Harrogate,you will be supporting the ongoing development of the Procurement Servicedelivered in Harrogate, supporting a new Procurement Strategy and integrationof a new structure with new roles. Main duties of the job

Therole will be the lead responsible for the Procurement service across theTrust, supported by the Director, Commercial & Procurement at LeedsTeaching Hospitals. Based at Harrogate District Hospital the role willcontinue to be part of the Senior Finance Team and report to the DeputyDirector of Finance. Responsible for the delivery of the newly createdProcurement strategy, annual savings plan and Procurement workplan, theindividual will be highly motivated, able to work at a senior level and leadan existing team.

Thisrole will support someone who is already a head of procurement or looking fortheir next career progression. The role will also be a member of the regionalcollaboration meetings, which is an area of focus over the next 12 months aswe look to increase the opportunities to collaborate across Trusts. The roleis Monday-Friday, 37.5 hrs/week for a fixed term of no more than 12 months.

Job responsibilities

Thepurpose of the job is to be the lead for all procurement activity in the organisation Trust lead on a variety ofprocurement projects addressing performance and change issues within thesupply chain. The post holder supports the development of improvedperformance and service delivery of procurement across the Trust. The roleinvolves strategic development and implementation of new systems andprocesses including regular review against national best practice standards,sustainability, local supplier development and collaborative opportunities aswell as develop closer working relationships between the major stakeholdersinternally, & WYAAT & the ICS.

Thepost holder will provide leadership and vision to deliver this strategicprocurement agenda for the Trust, WYAAT & ICS. With total non-pay spendin excess of £100m,the post holder will direct and drive forward thedevelopment and implementation of procurement systems and processes acrossthe Trust and work with the Director, Commercial & Procurement toinfluence this spend through professional purchasing practices andtechniques. The strategy implemented will achieve the highest possible standardsof efficiency, reporting quality and compliance with Trust objectives &SFIs. The procurement targets for the Trust will be in accordance with thenational targets & compliant with current Procurement legislation set bythe Government, and will be recognised as being leading edge and bestpractice throughout the NHS.

Thepost holder will directly manage the Supply Chain, Order and contractingmembers of the team. The post holder will advise on procurement matters for the Trust and national agencies.

Thepost holder has responsibility for procurement strategic planning across theTrust. The post holder will design and develop systems to meet the strategicprocurement agenda for the Trust to & be the first point of contact forProcurement at the Trust.

Thepost holder will directly manage the Procurement and Supplies team, providingthe Trust Board with the appropriate assurance that supply chain risk,clinical standards, legislative and contractual compliance are being met. Thepost holder will also ensure strategic and operational support, advice andguidance are provided to all staff to ensure robust processes & allow foreffective procurement.

Reportingto the Director, Commercial & Procurement, the post holder will workclosely with colleagues from across the Trust to develop effectiveprocurement strategies and processes to support the delivery of the corporatefinancial plan. There will be a specific remit to work closely with WYAAT& the ICS, suppliers and our commercial partners in the development offinancially robust, performance focused systems and processes.

Thepost is strategic, demands complex key operational skills & is hands on.For example:-

to develop a strategic structure todeliver procurement within the Trust

To build internal relationshipswith key stakeholders & colleaguesboth clinical & non clinical, in order to achieve the Trustsfinancial & Procurement objectives.

To provide leadership andmanagement of the procurement team, instilling a culture of Learning &Development.

Theresponsibilities attached to the post involve decision making, which affectthe working lives of all the Procurement team.

Thepost holder will:

along with Director Commercial& Procurement will oversee the strategic development of suppliersutilising best practice, performance monitoring and contract changemanagement techniques.

Willroute spend across the Trust as required to deliver clinical & nonclinical products & services in line with Trust objectives.

Be responsible for the developmentof Procurement opportunities including business cases & presentations toboard level as required.

Be responsible for the maintenancedevelopment of the Trusts procurement systems.

Ensure colleagues across the Trustare provided with Procurement guidance & training as necessary to useTrust ordering systems.

The post holder is responsible& accountable for the management of the Procurement budget.

Responsible for upholding the TrustSFIs in relation to procurementmatters.. - Responsible approving final suppliers selection & ongoing monitoring of spend againstcontract value...
