Join us at a pivotal moment for the West of England Mayoral Combined Authority (MCA), where your work will help lay the foundations for long-term success, both inside our organisation and across the wider region we serve.
As Head of Transformation Programmes for the MCA, you will lead the delivery of our Organisational Improvement Plan (OIP), a cross-functional portfolio designed to enhance our capability at all levels, modernise our systems and processes, and embed a culture of collaboration and continuous improvement to help us deliver our Mayor’s priorities.
What You’ll Do
The Head of Transformation Programmes will lead a small, high-performing cross-functional team, coordinating transformation activities across HR, Finance, Digital, and other enabling services. Reporting to the Assistant Chief Executive, you will ensure that our change programme is well-governed, strategically aligned, effectively communicated, and consistently delivers measurable outcomes.
The role will combine structured programme management with agile approaches, driving reform and change with discipline, transparency, and stakeholder engagement at every level.
What You’ll Bring
Strategic Delivery Leadership
A proven track record of managing large-scale transformation portfolios in complex environments, with a strong focus on impact and outcomes.
Change and Engagement Expertise
Ability to engage and align senior leaders, delivery teams, and services — ensuring transformation is inclusive, well-understood, and embraced across the organisation.
Programme and Project Management Skills
Deep experience with structured methodologies (e.g., MSP, PRINCE2, Agile), coupled with the ability to tailor approaches to changing needs.
Collaborative Influencing Style
Strong interpersonal and stakeholder management skills, able to work across internal teams and external partners to maintain momentum and remove barriers to delivery.
Hands-On, Delivery-Focused Approach
Willingness to get into the detail where needed — solving problems, clarifying ambiguity, and driving accountability for results.

The salary range for this role is £72,424 to £79,895, offered as a full-time equivalent; part-time candidates will receive a pro-rata salary. We typically start new external hires at the lowest salary point, with potential for progression based on skill and experience.
