Directorate: Central Operations

Central Operations is part of the wider Central Services area at the heart of the Bank and is integral to enabling the Bank to deliver its mission. We are responsible for maintaining safe, sustainable and collaborative environments across all Bank locations. This includes fundamental services such as Security, Facilities, Property maintenance and projects, Procurement, managing the Banks sustainability commitments, as well as the location strategy programme for the Bank.

Key Responsibilities

Strategic Leadership & Governance

  • Provide strategic leadership in health, safety, and fire management, ensuring all elements of the Bank\'s operations and activities facilitate a safe and healthy environment.
  • Lead the Bank-wide implementation of health, safety, and fire strategies, aligned with ISO 45001, UK HSE legislation, and the Bank\'s long-term vision.
  • Oversee operational delivery of health and safety across functions including Estates, Property, Engineering, Security, Projects, and Facilities.
  • Act as the operational custodian of the Bank\'s H&S Management System, ensuring effective delivery and maintenance by operational teams.
  • Develop, implement, and review health, safety, and fire policies and procedures to ensure compliance with legal and regulatory requirements.
  • Oversee the planning, completion, and review of risk assessments, ensuring real-time risk mitigation and regulatory compliance.
  • Lead on compliance with fire safety, asbestos, PUWER, confined spaces, CDM 2015 and relevant regulations.
  • Partner with HR and Organisational Development to embed mental health, stress risk assessments, and other wellbeing initiatives.
  • Champion Internal Audit to ensure audit readiness and responsive improvement planning.

Team Leadership & Operational Coordination

  • Lead and develop a decentralised team of operational safety coordinators, embedded across regions/locations.
  • Drive consistency and quality of risk controls by mentoring local teams and contractors.
  • Lead the team in refining the Bank\'s Health & Safety System and Fire Strategy, ensuring regulatory compliance, and striving to achieve standards of best practice.
  • Line-management responsibility of H&S operational professionals and influence matrix teams across sites.
  • Build a succession pipeline for safety-critical roles and ensure cross-site knowledge transfer.
  • Provide mentorship, coaching, training and development pathways to enhance awareness and understanding of health, safety, and fire protocols among staff and contractors.

Performance Monitoring & Continuous Improvement

  • Monitor delivery of leading indicators, such as:
  • Timeliness of risk assessments
  • Training compliance
  • Near-miss reporting
  • Corrective action close-out rates
  • Maintain oversight of 2nd line reviews and provide performance reports to Executive leadership.
  • Monitor compliance with health, safety, and fire regulations, conducting regular audits and inspections.

Incident Management & Learning Culture

  • Lead incident response and investigation across the Bank\'s footprint.
  • Ensure all incidents are raised, reviewed, and learned from, with appropriate root cause analysis and action planning.
  • Contribute to the promotion of a culture that encourages reporting, learning, and continuous improvement.

Stakeholder Engagement

  • Collaborate with internal and external stakeholders to promote best practices in health, safety, and fire management.

Essential Criteria

  • Minimum NEBOSH Diploma or equivalent Level 6 (Bachelors) qualification in Occupational Health & Safety and other relevant H&S qualifications.
  • Chartered Member (CMIOSH) or Fellow status.
  • Minimum 10 years\' experience in senior H&S leadership, ideally in a complex, multi-site or high-reliability organisation.
  • Demonstrable success in operational safety leadership, implementing ISO 45001-compliant systems, and driving safety performance.
  • Strong understanding of UK regulatory duties, including the Health and Safety at Work Act, CDM Regulations, Fire Safety Order, and Management Regs etc.
  • Ability to interpret strategy and policy into operational delivery frameworks.
  • Excellent interpersonal skills and experience of engaging executives and front-line workers alike.
  • Strong advocate for the Bank\'s values, behaviours, and EDI (Equality, Diversity, and Inclusion) principles. Foster an environment where everyone feels psychologically safe, included, and empowered to challenge behaviours and working practices.
  • Availability to work onsite 5-days/week, with some opportunity to work from home.

Desirable Criteria

  • Experience in a public sector, financial services, or critical infrastructure environment.
  • Training in incident investigation methodologies (e.g., SCAT, Root Cause, 5 Whys).
  • Experience with safety performance dashboards, leading indicators, and behavioural safety initiatives.
  • Ability to effectively use digital tools and systems in day-to-day operations and management of H&S processes.
  • Familiarity with wellbeing, psychological safety, and occupational health initiatives.

This is a people management role. You will be responsible for day to day management of the team and for defining roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area\'s aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness.

Salary and Benefits Information

We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

This role offers a salary of:

  • Leeds: £76,240 - £85,770
  • London: £84,720 - £95,310

In addition, we also offer a comprehensive benefits package as detailed below:

  • Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/65th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year. The Bank has the discretion to vary standard accrual rates and dial up and dial down rates at any time and to withdraw dial up and dial down options at any time.
  • A discretionary performance award based on a current award pool.
  • An 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
  • 26 days\' annual leave with option to buy up to 12 additional days through flexible benefits.
  • Private medical insurance and income protection.

National Security Vetting Process
