Health & Safety Lead

Location : Birmingham

Salary / Rate : £70,000 per annum (permanent) | £600 per day (contract)

We’re looking for an experienced Health & Safety Lead to provide strategic leadership across a major operational portfolio, including fleet, waste management, grounds maintenance, and street cleansing. This high‑profile role offers the opportunity to influence safety culture, ensure compliance, and drive meaningful change in services that support the Birmingham community.

Key Responsibilities

• Develop and implement a robust H&S strategy across Street Scene services.
• Act as the senior H&S advisor to leadership, providing guidance on risk, compliance, and improvement opportunities.
• Ensure compliance with H&S legislation, including HSWA 1974, PUWER, LOLER, COSHH, CDM, and NRSWA.
• Champion a proactive, behavioural safety culture and empower operational teams.
• Design and deliver strategic H&S training and lead performance reporting.
• Represent the service at corporate boards, audits, and external regulatory meetings.
• Drive continuous improvement and support organisational cultural change.

About You

• Chartered IOSH / CMIOSH (or equivalent professional accreditation).
• Proven experience in senior H&S leadership, ideally within local government or similarly complex, multi‑service operational environments.
• Strong understanding of operational risk in fleet, waste operations, street cleansing, and grounds maintenance.
• Confident communicator with excellent stakeholder management and influencing skills.
• Comfortable working across multiple sites in Birmingham; hybrid working available.

Desirable

• Experience supporting service transformation, insourcing / outsourcing, or organisational change.
