Job Description – HSE Manager PAM Account
The HSE Manager PAM Account will report directly to the Divisional Director for the PAM Account with a functional reporting line into the Director of Health, Safety & Environment at JLL Workplace Management. The location for the role will be predominantly home based with a requirement to travel to office and sites as required. The post holder will have a matrix reporting line into the relevant Head of HSSE and Head of Business Unit. The ideal candidate will have extensive experience in working in prestige, corporate buildings and mobile operations.
Responsibilities and Duties
- Provide professional support to the PAM Account with understanding of requirements under CDM2015, inspections, and collating comprehensive reports for the leadership team to report through to board level.
- Manage environmental reporting on aspects and impact registers and build a satisfactory environmental management system. Practical experience of all aspects of environmental legislation and requirements to report on this is essential.
- Drive forward improvements and best practice in safety, health and environmental across the PAM Division. This will include delivery of bespoke training in all aspects and behavioural safety to influence cultural change.
- Ensure that JLL Workplace Management UK&I H&S culture remains positive and pro-active.
- Look at new and innovative ways to analyse statistics and develop plans for the PAM Division to reduce TRIR and DART. Ensure targets align with JLL objectives.
- Carry out site safety audits on sites/engineers across business units, ensuring all H&S standards are adhered to in line with legislation and JLL standards. Develop remote audit/inspection methodology for the PAM Division.
- Monitor completion of mandatory and core training within respective business units to ensure Divisional Director has sufficient management information.
- Identify and prepare bespoke training for business and use.
- Provide expertise and support to business unit teams while being a dynamic forward-facing person to drive safety forward in the sector.
- Ensure key operational risks are identified and controlled including whole building risk areas from roof top to waste extraction.
- Maintain "One team" approach and ensure actions and behaviour support the HS&E one team approach. Communicate effectively to all levels from head of sector to engineers.
- Work with JLL Workplace Management UK&I Procurement team to ensure sub-contracting partners are vetted and have sufficient KPIs within contracts to meet safety and environmental compliance.
- Collaborate with Director of HS&E on sustainability and safety plans for the PAM Division. Take the lead on client liaison where directed.
- Interpret new HSE legislation and guidance and prepare new processes with the HS&E team as appropriate.
- In collaboration with other HSE Team members identify additional standards required to meet on-going occupational health needs of the workforce.
- Administer JLL Reporting of Accidents, Occupational ill health and Dangerous Occurrence system and ensure adequate investigation completion where required.
- Formulate accident, incident and occupational ill health management information for Business and meetings.
- Ensure all accidents, good catches etc are reported and recorded correctly for sector figure collation.
- Undertake investigations into incidents and accidents to ensure lessons are learnt.
- Produce annual audit and inspection regime for the Division covering building risk and sub-contractors.
- Active involvement in planned and ad-hoc HSE meetings (internal and external facing) including client meetings.
- Prepare business and individual work locations for external and internal ISO14001, 9001 and 45001 audits. Assist with IMS audit programme. Ensure timely closure of audit actions and report outstanding actions to business unit head and director of safety.
- Provide timely information for management and board reports.
- Complete safety and environmental project work as identified by Head of HS&E and Director of HS&E in collaboration with HS&E team.
- Promote ownership of safety and environmental issues with supervisory and management teams.
Essential Qualifications and Skills
- Member of IOSH or equivalent.
- NEBOSH – Diploma Health & Safety Certificate.
- IEMA qualifications in Environmental management.
- Good knowledge and understanding of key H&S legislation, particularly CDM.
- Good communication skills and experience of Microsoft Word, Excel etc.
- Clean driving licence.
- Internal Auditing of ISO 9001, 14001 & 45001.
- Excellent communication skills, proficient in Word, Excel etc.
- Ability to work independently with good timekeeping.
Desirable Qualifications
- First Aid Certificate.
- Basic Scaffold Inspection.
- Asbestos Awareness.
- Knowledge of facilities management.
- Training qualification/train the trainer.
