What to Expect in the Role:
Do you want to enable our residents and communities to take advantage of national and local schemes to reduce the carbon footprint of their homes and thereby reduce fuel poverty and improve health and wellbeing?
This exciting role will be the catalyst for much of this activity, liaising with national, regional and corporate partners to deliver several large value grant schemes that enable district residents to transition from expensive and higher carbon emission domestic heating to lower carbon, more efficient systems, including the upgrading of insulation and similar measures. The role is focussed on the establishment, delivery, monitoring and evaluation of these schemes. The role ensures that residents receive the maximum benefit of these opportunities and that they are delivered in a professional and cost-effective manner, thereby improving the thermal comfort of those homes and improving the health and financial wellbeing of residents.
Key Accountabilities and Responsibilities (Please see Job Description and Person Specification for more details):
- Act as lead officer on initiatives to support households within the district to improve energy efficiency and minimise domestic energy carbon emissions and promote retrofit activity to encourage that improvement.
- Undertake work including contributing to strategic plans, developing delivery plans and proposals, development of business cases and the management and delivery of schemes to drive improvement in sustainability and the environmental performance of dwellings in the district.
- Develop and manage internal and external to ensure streamlined and effective delivery of home energy funding programmes.
- Prepare all budget control and reporting requirements to Cabinet and external funding bodies. Prepare bid submissions to include resources for scheme management and ensure that contractual requirements of bid funding are met.
- Identify and maximise funding opportunities for Council projects relating to home energy efficiency and fuel poverty.
- Prepare and monitor both capital and revenue budgets relating to home energy funding programmes.

- Detailed knowledge and experience of the successful management and delivery of complex projects.
- Highly developed organisational and project management skills and ability to demonstrate achievement of results to time and on budget.
- Ability to analyse information to determine and plan actions.
- Good ICT and communication skills including demonstrable skills in writing reports and presenting to a wide range of audiences including non-specialists.
- Enthusiastic, committed, and pro-active approach an inclusive style that is focussed on delivery.
