Human Resources Consultant People Policy Governance | 9022 | Fixed Term Contract for Two Years 37 hours per week | £43,822 to £48,227 per annum | (Grade K) | County Hall, Norwich

We are looking for a Human Resources (HR) Consultant to join the People Policy Governance team to lead on the development and implementation of HR policy, activity and projects in support of the People Management Strategy and legislative requirements. This is one of two HR Consultant vacancies in the People Policy Governance team, which are being advertised separately. The other role will work across all areas - including policy, as well as reward and recognition. This role will primarily be focused within the reward and recognition area/specialism, although will also be required to work across all areas of the People Policy Governance team.

Responsibilities

  • Lead on the development and implementation of HR policy, activity and projects in support of the People Management Strategy and legislative requirements.
  • Work within the reward and recognition area (primary focus) while contributing across all areas of the People Policy Governance team.
  • Model and cost high level changes; apply understanding of tax rules relating to pay and employment (including salary sacrifice schemes); demonstrate intermediate to expert Excel capability in a work environment.
  • Develop, manage and implement project plans in accordance with NCC governance and best practice standards; proactively identify improvements and recommendations.
  • Report to the HR Manager People Policy Governance and lead a small team of HR Advisors and/or Officers.
  • Demonstrate professional qualification (CIPD level 5 or above) or equivalent experience in a relevant field.
  • Exhibit excellent communication skills; experience of policy development, project management, reward and recognition, and up-to-date employment law knowledge.
  • Understand the complexities and implications of different employment terms and conditions; lead discussions and consultations with relevant Trade Unions.

Qualifications

  • Professionally qualified (CIPD level 5 or above) or equivalent experience in a relevant field.
  • Excellent communication skills; experience of policy development, project management and up-to-date employment law knowledge.
  • Good understanding of employment terms and conditions and ability to engage with Trade Unions.
