About the Role
Lead the planning, development, and delivery of HR and OD systems improvement programmes, focusing on automation, self-service, reporting, and enhanced customer experience. Manage a small team, budgets, and ensure compliance with council policies.
Main Duties
- Programme Delivery: Initiate, implement, and monitor systems development projects; produce reports and business cases.
- Stakeholder Engagement: Advise SMT, Members, and services on HR/OD systems; liaise with software providers and external partners.
- Change & Improvement: Identify opportunities for efficiency, quality, and customer satisfaction improvements.
- Team Leadership: Line-manage systems development staff; support skills development and workforce planning.
- Budget & Compliance: Manage resources within budget; ensure adherence to council regulations and health & safety standards.
- Quality Assurance: Maintain performance reporting systems and deliver agreed outcomes.
Essential Skills & Experience
- Managing complex projects/programmes and teams.
- Developing/managing HR/OD systems and databases.
- Presenting complex information clearly.
- Engaging diverse stakeholders; budget management (desirable).
- HR/OD systems, project/programme methodologies, political context.
