Independent Investment Programme Advisory Group (IIPAG) Member – London / Virtual. Time commitment: maximum of 60 days per year.
Transport for London (TfL) delivers London’s public transport network and manages related services and initiatives. The Mayor of London’s Independent Investment Programme Advisory Group provides independent assurance and expert advice across TfL’s Capital Investment Programme, with potential input to key procurements in TfL’s operational business. TfL is responsible for major projects, asset management, sustainability, and value for money across its investment portfolio, with a focus on delivering benefits for Londoners.
We will appoint a new Member of IIPAG to help drive a forward-looking agenda to maximise efficiency, effectiveness and value for money of major Investment Programmes.
About The Opportunity
London is a world-leading capital city and TfL plays an essential role as its Strong Green Heartbeat. The TfL Capital Investment Programme supports the key priorities described in the Mayor’s Transport Strategy and TfL’s Corporate Strategy, reflected in our Business Plan. This is a unique opportunity to shape the future of London’s transport. As a Member of IIPAG, you will join a small, highly skilled group of senior professionals from engineering, project management, and commercial disciplines. You will provide independent, third-line assurance of projects and programmes (typically over £50m), contribute to multi-disciplinary reviews, and offer strategic input on matters affecting our programmes, including external market forces. You will also deliver cross-cutting reviews on topics and systemic issues that influence the investment programme, with recommendations and advocacy of best practice.
You will report to the Chair of IIPAG who reports directly to TfL’s Projects and Investment Committee.
About You
We are seeking an exceptional individual with relevant experience to help guide the planning and delivery of our investment programme.
Essential Experience And Skills
To succeed, you will need a track record of strategic leadership at board level or C-Suite level in a high-profile business, with experience of developing and delivering complex transport or infrastructure projects, or experience in sectors with transferable skills. You should have a proven ability to operate at a strategic level, either as an advisor or in leadership roles within complex business environments. This includes assessing strategies for complex, high-value programmes, and critically reviewing how they balance value for money, risk and delivery. Your insights will help shape recommendations to improve TfL’s investment programme. Strong verbal and written communication skills are needed to articulate clear, evidence-based assurance findings and recommendations to senior stakeholders. Your contributions will focus on identifying risks, inefficiencies, and opportunities for improvement to ensure robust, independent assurance of TfL’s capital investment programme and its outcomes.
Desirable Experience And Skills
Experience in asset management, engineering and/or project delivery. Experience in delivering independent assurance reviews and making evidence-based recommendations. A track record of independent advice to improve delivery of major projects and programmes. Recognised professional qualifications and memberships of relevant industry bodies, or equivalent standing.
