We are currently supporting a leading public sector organisation in sourcing an Interim Strategic Procurement Manager to lead on a key regional transformation programme. The initial focus will be on shaping a high-level procurement approach to inform a critical assessment report. This will then evolve into designing the commercial framework, sourcing strategy, and contractual models needed to prepare for potential future implementation.

Responsibilities

  • Lead the development of sourcing strategies and commercial approaches aligned with wider reform objectives
  • Deliver high-level input into a major assessment report to support senior decision-making
  • Translate strategic direction into commercial models, transition plans, and operational readiness
  • Provide expert procurement and commercial advice to senior leaders and cross-functional teams
  • Collaborate with regional partners and external stakeholders to align on policy, best practice, and potential delivery models
  • Ensure alignment with relevant procurement legislation and internal governance procedures

Profile / Qualifications

  • Senior-level experience in complex public sector procurement, ideally across transformation, infrastructure, or regulated services
  • Strong understanding of early-stage strategic scoping, options analysis, and commercial model design
  • Demonstrated ability to influence senior stakeholders and build consensus across organisational boundaries
  • Expertise in category management, contract strategy, and value-driven sourcing methodologies
  • Deep knowledge of Public Contract Regulations (PCR), the Procurement Act 2023, and commercial governance
  • Comfortable navigating ambiguity and driving clarity in politically sensitive or evolving environments

Job Offer

  • Daily rate of £550
  • Remote position
  • 12 month contract
